Reasoning: We voted FOR the proposal to conduct research to inform a builder support strategy. We see value in the DAO having information about why builders choose to build on Scroll and would like to encourage the Foundation, in collaboration with delegates, to use the final deliverables proactively. Reasoning: We voted FOR the Scroll DAO Constitution. We were happy to see a detailed Constitution that outlines key areas including governance principles, proposal and voting procedures, activities of the Scroll Foundation, and the multi-sig roles of governance facilitators and the Security Council.
Reasoning: We voted FOR the Euclid upgrade. This upgrade will result in lower fees, higher throughput, better security, better compatibility, and more advanced features — all of which we support.
Reasoning: We voted ABSTAIN for the Delegate Accelerator Proposal. While we support delegate onboarding initiatives, we felt the program as presented is too broad and insufficiently focused. You can find a more detailed explanation of our reasoning in the proposal thread here.
Reasoning: We voted FOR the Ecosystem Growth Council. As the L2 space continues to become more competitive, ecosystem growth should be a top priority. We support the structure and the budget of this council.

Reasoning: We voted FOR the Security Subsidy Program for Scroll Builders. Providing audit support to builders should be a top priority. We have experience with Areta’s open audit marketplace in other DAOs and can attest to their positive track record.
Reasoning: We voted Abstain on the DAO Treasury Management RFP. Both Kpk and Avantgarde are strong treasury managers with reputable track records across the DAO space.
Governance Contribution Recognition (Cycle 2: May - December 2025)
Reasoning: We voted FOR Governance Contribution Recognition Cycle 2. We endorse initiatives that reward delegates for actively contributing and strengthening governance.
Reasoning: We voted FOR to establish the Governance Council - a dedicated body responsible for overseeing experimentation and research relating to the future directions of governance at Scroll DAO. We are cautiously optimistic about the future of Scroll governance and the new opportunities that will arise.
Reasoning: The DAO has faced challenges in meeting quorum and the auto-abstain wallet serves as a reasonable short term solution until a longer-term mechanism is developed. Since this vote ended, SCR staking has been identified as a longer-term solution, which should help address quorum by aligning incentives with active delegates.
Reasoning: This proposal keeps Scroll up to date and compatible with Ethereum’s latest Fusaka update. It is an important protocol upgrade that optimizes Scroll’s sequencer and prover layers.
An important update regarding the future of 404 DAO’s governance operations.
Since entering the governance space in 2022, 404 Gov has been an active voice and participant in some of the industry’s largest DAOs. What started as a small team of Georgia Tech students focusing on contributing to the Optimism DAO, quickly grew to becoming a trusted delegate in 10 ecosystems.
As the governance team evolved and members ventured into new opportunities, we began to evaluate what was the best path forward for our governance vertical. We determined that our delegated voting power deserves a dedicated steward who can commit the time and focus it requires.
So while 404 Gov is taking a step back from governance, the mission and work will continue with one of our team members, Rika, under her new entity, Axia Network, which has taken over the voting wallets and governance operations. Going forward, Axia Network is responsible for the voting activity of 0xE93D59CC0bcECFD4ac204827eF67c5266079E2b5. Rika has been a core part of our team’s operations for many years now and deeply understands the responsibility involved with being a delegate. We are confident that the delegations will continue to be handled with professionalism under her stewardship. However, those that wish to remove their delegations may do so on Agora.
This transition applies only to governance-related wallets and profiles. Our partnership with Blockchain at Georgia Tech and educational work in Atlanta remains active.
