As a governance and DAO delegate team across multiple ecosystems, including SafeDAO, Optimism, Aribitrum, GnosisDAO, etc. Through these participation, we aim to strengthen governance processes and supporting the long-term resilience of decentralized communities. In cases where conflicts of interest arise, we are committed to full transparency and disclosure to maintain integrity and trust within the ecosystem.

By delegating to Curia for Scroll governance, delegators acknowledge that Curia will participate on a best-effort basis and will not be liable for any damages related to this participation in the Scroll.

Rationale: We’re supporting this proposal because it introduces the Ecosystem Growth Council to guide Scroll’s ecosystem expansion at a time when coordinated growth is essential. We believe the Ecosystem Growth Council (EGC) has clear KPIs and will establish a strong foundation for driving meaningful and measurable impact. By bringing clarity to how initiatives are proposed, evaluated, and resourced, the Council strengthens the ability to fund what matters most, high-impact projects that deliver tangible value to the ecosystem. This proposal represents a strong first step toward more strategic and effective governance and we believe it will meaningfully enhance Scroll’s capacity to support ecosystem builders.

Rationale: We’re supportive of this proposal because recognizing and rewarding governance contributions is a critical step toward sustaining long-term engagement across the ecosystem. As we continue to evolve our governance structures, it’s important that delegates feel seen and valued for their efforts. The creation of a working group dedicated to refining the next iteration of GCR is not only timely but also essential to ensuring the metric is both fair and reflective of the actual impact individuals and teams have on Scroll governance. We believe that a thoughtful, collaborative approach to defining these metrics will lead to a more robust and inclusive governance framework.

Rationale: We’re supportive of this proposal, as we mentioned on the forum. While it may not fully capture the current delegate sentiment, the Auto-Abstaining Wallet offers a thoughtful and pragmatic approach to an ongoing governance challenge in Scroll, where proposals sometimes struggle to reach quorum due to the concentration of significant voting power held by a few delegates who may be temporarily inactive. By delegating 500K SCR to a wallet that auto-abstains, this mechanism effectively lowers the active votable supply, enabling the DAO to continue functioning smoothly. We believe this short-term solution supports governance continuity and stability. During this duration, it allows the DAO to assess its effectiveness with quorum issues and develop more comprehensive solutions, which are essential for the healthy evolution of the Scroll ecosystem.

Rationale: We’re voting “For” this proposal because Brazil already has high crypto adoption, with strong transaction volume and a growing user base. This presents a valuable opportunity to attract builders to Scroll. We support the modular crypto approach and trust the team’s proven track record and well-structured execution plan. The initiative combines online classes through “Programa de Aceleração Scroll Brasil”, in-person events across three cities, and robust educational content, all backed by clear KPIs. We’re excited to support the formation of the Brazil Local Node and look forward to its impact on the Scroll ecosystem.

Proposal: Kenya Scroll Local Node Founder Program

Rationale: We support this proposal as it contains a thoroughly developed plan to target specific types of projects to incubate onchain infrastructure in Africa. We like the fact that the proposal aims to build 5–10 MVPs within three months, bridging Web3 and traditional finance through a clear development pipeline with measurable KPIs. We look forward to seeing this Kenya initiative drive meaningful progress in a key region the foundation has set for local node deployment.

Proposal: Mexico Mobile Scroll Node: A Founder-Focused Onboarding and Support Program

Vote: For

Rationale: We’re voting “For” this proposal because it introduces a creative and localized approach to growing the Scroll ecosystem in Mexico. By using a mobile node to directly engage founders, the initiative brings mentorship, education, and grant preparation to communities with strong potential to join the open economy. However, we believe it would be better to have a more concise execution plan finalized before the 3 months period begins. (e.g. detailed curriculum etc.) This would allow for more effective ongoing adjustments during the execution phase, considering 2 months period seems too short to make impactful adjustments and optimize the program’s impact.

Proposal: Community Council Formation

Rationale: We support the formation of the Community Council as a focused effort to improve oversight of the Local Node program and strengthen community engagement. Starting with a phased approach allows the Council to scale as needed, while the lightweight grants pilot fills a clear gap in supporting grassroots initiatives that fall outside the scope of Local Nodes. Importantly, its mandate is distinct from the EGC, while the EGC focuses on protocol-level growth, the Community Council supports localized, people-driven efforts that require ongoing evaluation, cultural context, and direct engagement. This separation of responsibilities is clear.

Proposal: Feynman Upgrade on Scroll Mainnet

Rationale: We support the Feynman Upgrade. It introduces a more resilient fee model, enhances EVM compatibility, and simplifies the smart contract structure, all backed by thorough audits. This is a meaningful step forward for the Scroll protocol, and we’re excited to see it implemented.

Proposal: Better DAO Decisions & Aligned Incentives: Research on Carroll Mechanisms

Rationale: We vote Abstain on this proposal at this time. We have carefully reviewed the Carroll Mechanism concept and recognize its potential to significantly improve DAO decision-making, possibly becoming the next major evolution in governance. However, this approach introduces additional complexity, raising concerns about practical adoption within the community and the need for clearer risk mitigation strategies. Specifically, if milestone 1, the literature review on the mechanism, does not yield positive results, Scroll risks spending $45K without tangible benefit. While we support continued research and want to see innovation turn into a ready-to-use product, we believe a thorough risk mitigation strategy is necessary to address uncertainties related to the research outcomes and potential financial impact before fully committing to this proposal.

Proposal: Security Subsidy Program for Scroll Builders

Rationale: We strongly support the Security Subsidy Program as a crucial initiative to bolster the growth and resilience of the Scroll ecosystem. By offering financial support for security audits, this program helps builders overcome the often prohibitive costs associated with thorough security reviews. This enables developers to prioritize secure and reliable project development, which in turn enhances overall network trust and encourages broader adoption. We believe this subsidy will play an important role in fostering a safer, more robust environment for innovation within the Scroll community.
