Local Node Expectations Statement

This statement establishes the key responsibilities and expectations for Scroll Local Nodes (LN), ensuring that LN align with Scroll’s mission while fostering ecosystem growth in their regions. By launching a Local Node, participants agree to comply with the Framework and adhere to this Expectations Statement.


Introduction

The Scroll DAO Local Nodes framework is a strategic initiative designed to empower regional leaders in expanding the Scroll ecosystem within their regions. These Local Nodes serve as localized extensions of Scroll’s global community, fostering education, engagement, and builder support. This document defines the expectations and responsibilities of Local Nodes to maintain alignment with Scroll’s mission and values.

Key responsibilities for Local Node Operators and Contributors

  1. Integrity with Scroll values and vision
    • Align with Scroll’s values:
      • Ensure all Local Node activities are consistent with Scroll’s vision and governance philosophy, upholding values rooted in transparency, integrity, and decentralization.
    • Authorized use of Scroll branding:
      • Local Node Operators and program participants may not use Scroll branding, logos, or related assets for any activities outside the Local Nodes program without explicit written approval from the Scroll Foundation. This restriction applies to both commercial and non-commercial uses, including but not limited to offering services, hosting events, or any activities that imply an official association with Scroll beyond the Local Nodes framework.
  2. Logistics and enablement
    • KYC & Payment Details
      • All Local Node Operators will undergo a KYC verification process conducted by Scroll Foundation.
      • Payout information, including wallet addresses for monthly payments, will be collected during this process.
    • Buffer Window for Execution Plan Updates
      • A Buffer Window is optionally available until the end of the month in which the Local Node (LN) proposal received positive approval. This period allows stakeholders to finalize execution plans, covering timelines, budgets, personnel details, and any outstanding items from the initial forum proposals.
      • Official execution must begin no later than the first day of the month following the LN’s approval. However, earlier start dates are encouraged and can be coordinated directly with the Scroll Foundation.
      • Scroll Foundation will assist with operational setup and integration with Karma GAP for activity reporting.
    • Scroll Branding and Social Media Amplification
      • Content created by Local Nodes can be amplified through stakeholder and Scroll main social media channels, subject to Scroll Foundation coordination.
      • Clearly note that collaboration is directly with the Scroll Foundation, not Scroll itself.
  3. Community engagement
    • Promote governance involvement:
      • Encourage community members to engage in Scroll’s governance processes, including voting, discussions, and delegate roles.
      • Utilize governance tools such as Karma GAP, Negation game and participate in the forum discussions when applicable.
    • Participate in community calls:
      • Join Scroll’s community calls as needed, providing regional updates, sharing insights, and ensuring ongoing communication.
    • Support Scroll social channels:
      • Promote and engage with Scroll’s social media content, sharing it within your community and encouraging local participation.
  4. Regional representation
    • Communicate local community needs:
      • Regularly report the specific needs, opportunities, and challenges of your regional Web3 ecosystem to the Scroll DAO.
      • Address any comments, feedback on the program from the Foundation and the DAO in the timely manner.
    • Support local builders:
      • Identify and support local founders and builders who can add value to the Scroll ecosystem.
    • Host local events:
      • Organize events, meetups, or educational sessions to introduce and educate your community about Scroll.
  5. Transparency and Reporting
    • Monthly Reporting
      • Local Nodes (LN) must submit comprehensive monthly reports detailing activities, achievements, community engagement metrics, governance participation insights, local builder support specifics, transparent expense breakdowns, reflections on challenges and lessons learned, and proposed actions for the upcoming month.
      • Reports must also include relevant activities and KPIs uploaded to the Karma GAP profile of each LN.
      • Monthly reports are mandatory for the release of the subsequent month’s budget allocation.
    • Monthly Governance Calls:
      • A monthly Local Node governance call will be scheduled as part of the overall governance calendar to ensure visibility and transparency.
      • Local Nodes are expected to present their progress, share learnings, and discuss any challenges during these governance calls.
      • Depending on performance, Local Nodes may be required to engage more frequently with the Scroll Foundation for additional guidance and oversight.
    • Quarterly Reporting and Evaluation:
      • Every quarter, Local Nodes must prepare and publicly post a detailed report on the Scroll DAO forum. This quarterly report will summarize their cumulative monthly progress, overall impact, detailed financial transparency, and future planning.
      • Quarterly reports will be critical for assessing the continuation and potential renewal of Local Node proposals.
    • Consistent and Constructive Communication:
      • Local Node Operators and participants must consistently maintain respectful and inclusive communication.
      • Harassment, discrimination, or disrespectful behavior will not be tolerated within the Local Nodes program.
      • Immediate notification to the Scroll Foundation and Scroll DAO is required in case of challenges, changes, unforeseen circumstances, or any inability to meet predefined metrics.

Performance Evaluation

Scroll Foundation will evaluate Local Node performance in accordance with the Framework that includes metrics such as community growth, engagement, developer support, and ecosystem expansion.

:light_bulb: Nodes that perform well may receive additional support to continue their local node efforts, while those that underperform may receive recommendations, adjustments, or be discontinued.

Future Governance: Community Council

  • Scroll Foundation anticipates establishing a dedicated Community Council to handle evaluation, guidance, success management, logistical support, and continuous framework evolution for Local Nodes.

Conclusion

Scroll Local Nodes are key to the expansion of Scroll’s global community. By maintaining active engagement, supporting local builders, and fostering governance participation, Local Nodes can become thriving hubs of Web3 innovation aligned with Scroll’s values. By launching a Local Node under the Scroll DAO program, participants agree to comply with the Framework and adhere to this Expectations Statement.

Hello Local Node Operators,

As discussed in our calls earlier this week, here are the key action items for each Local Node as you finalize preparations and begin execution:

1. Update scheduled activity dates
Ensure your activity calendar follows a logical order now that proposals have been approved. The execution window should cover a 3-month period, with the latest possible end date being the end of September.

2. Resolve open items
Clarify any outstanding components, such as finalizing your team or detailing activities still in planning. For team-related updates, please inform the Scroll DAO of roles and responsibilities assigned to each member.

3. Update your budget in SCR
Adjust your budgets to reflect amounts in SCR to ensure alignment with the Scroll Foundation’s disbursement process.

4. Review baseline KPIs
We’ve established baseline KPIs to guide this first iteration of Local Nodes. These serve as a reference for evaluation. Any KPIs proposed in your original plan will also be considered alongside the following:

  • Open Economy Registrations
    • Achieved: 100 registrations supported by the Local Node
    • Over-Achieved: 200+ registrations
  • Public-Facing Initiatives (online or offline)
    • Achieved: 4 initiatives per month
    • Over-Achieved: 8+ initiatives per month
  • High-Quality Participants
    • Achieved: 5 strong applicants, jointly identified with Scroll
    • Over-Achieved: 1 winner of Open Zero or participant in Open Campus
  • Positive Community Sentiment
    • Achieved: 80%+ positive sentiment (measured via surveys)
    • Over-Achieved: 90%+ positive sentiment
  • Timely Reporting
    • Achieved: Fewer than 2 late reports, 80%+ attendance in community calls, and 1 Local Node-specific update call
    • Over-Achieved: All reports on time, full attendance, and 3+ Local Node-specific calls
  • Governance Participation
    • Achieved: Engaged in at least 3 forum posts/proposals/regional evaluations related to Local Nodes
    • Over-Achieved: Engaged with all new Local Node-related threads

5. KYC Process
The KYC process is now live. The Scroll Foundation will be contacting each Local Node Operator individually to complete KYC and collect wallet details.

We have some questions and comments:

Questions:

  1. The 100 registrations to Open Economy are:
    a) 100 projects?
    b) 100 individuals?
    c) registrations to Open Scroll + Open Campus or only Open Scroll?

  2. The 100+ registrations should happen within the three month-period?

Comment:
The Mexican Local Node proposal doesn’t appear with the rest of the proposals if you go to the local-node tag. If you search for it on the search bar, it appears but not on the results of the tag.

  1. Also, I created the proposal as the first stage and then updated it. Which made the proposal thread long and some people even confused that the first stage was the final stage. Should I create a new one where the local node proposal is put with the most recent updates? and add a comment at the previous post that the Scroll Local Node thread is now at [LINK]?
