Q3 2025 Goals – Scroll Governance Team
This document outlines our Q3 goals across operational, ecosystem, community, and governance surfaces.
Operational Goals
1. Publish the Governance Futures podcast
- Finalize and publish the Governance Futures podcast.
- Distribute at least 5 episodes of the Governance Futures podcast.
- Integrate podcast insights into the broader governance strategy.
Metrics:
- At least 5 podcast episode released and promoted
- Have at least one learning or takeaway from the podcast for the broader governance strategy.
2. Run an RFP for Treasury Management
- Draft with advisors and stakeholders.
- Share on forum and gather DAO input.
Metrics:
- Strategy shared with the delegates and community
- Running an RFP to execute
3. Evaluate votable supply changes
- Operate and maintain the auto-abstaining wallet holding 500,000 SCR thorughout Q 3.
- Track its effect on quorum thresholds and overall voter turnout
- Share analysis and recommendations on the future of votable supply adjustments.
Metrics:
- Wallet auto-abstains in each voting cycle through Q3
- Forum post with turnout data and quorum impact published by end of Q3
- Recommendation shared on whether to continue, sunset, or modify the mechanism after October 2025
4. Execute test Timelock transaction on Agora in Q3
- Test the full governance flow on Agora by executing a low-stake proposal through the Timelock to validate readiness for future onchain actions.
Metrics:
- Timelock test transaction successfully proposed and executed on Agora
5. Execute CCC3 focused on organizational design
- Facilitate CCC3 across July through structured workshops, governance calls, and asynchronous input.
- Review DAO strategy, current workstreams, gaps, and council structures.
- Draft org design and revised council KPIs for DAO-wide alignment.
Metrics:
- CCC3 officially launched by July 16
- Use of a new tool to facilitate discussion between sessions
- At least 4 structured workshops hosted
- All call recordings are posted
- Forum post summarizing CCC3 outcomes published and shared with the DAO
- At least one new council identified and corresponding proposal formed, shared, and passed
Ecosystem Growth Goals
1. Operationalize the Ecosystem Growth Council (EGC)
- Finalize and announce the EGC member selection
- Begin regular operations including biweekly meetings, proposal review, and RFP sourcing
- Ensure public reporting on council activities, decisions, and funded initiatives
- Work toward launching at least two growth initiatives by end of Q 3.
Metrics:
- 7 person committee publicly confirmed
- EGC have been hosting regular meetings (at least 2 per month)
- Charter drafting process initiated and shared with the community
- At least 2 growth initiative voted and passed
- Midterm update post published with proposal stats (approved, rejected, feedback)
Global Community Goals
1. Support the development and expansion of Local Nodes
- Provide ongoing support to active Local Nodes (Brazil, Kenya, Mexico), including operational setup, reporting, and community engagement
- Facilitate proposal, onboarding, and KYC of at least 3 new Local Nodes
- Ensure governance alignment by encouraging participation in forum discussions, monthly governance calls, and use of tools like Karma GAP
Metrics:
- At least 3 new Local Node Council have been voted on
- KYC and payout information completed for all Local Node operators that were voted on during Q 2.
- Each Local Node submitted all required monthly reports, including activities, KPIs, governance participation insights, and updated Karma GAP profiles.
- Each Local Node publicly posted a quarterly report on the forum summarizing progress, financial transparency, and forward planning
- Each Local Node participated in required monthly governance calls, sharing updates and challenges
- Verified ongoing governance participation by each Local Node via forum contributions, Karma GAP metrics, and/or participation in tools like Negation Game.
2. Integrate existing Local Node participation into Scroll Open (Brazil, Kenya, Mexico)
- Track execution of approved Local Node proposals across Brazil, Kenya, and Mexico during the Q3 implementation window (ending no later than Sept 30)
- Ensure each Local Node delivers on scheduled activities, community-building efforts, and registration goals
- Monitor participation in Scroll Open programs (e.g. Open Zero, Open Campus), and surface high-quality regional applicants

- Achieved: 100 registrations supported by Local Nodes
- Over-Achieved: 200+ registrations

3. Propose a Global Community Council

Governance Iteration Goals
1. Deploy Delegate Accelerator program
- Finalize curriculum and complete peer review
- Launch program and support weekly delivery
- Monitor participant engagement and collect feedback
- Prepare wrap-up summary and report findings to the DAO
Metrics:
- Curriculum finalized and peer-reviewed
- Program launched and delivered through Q 3
- 20+ participants actively engaged throughout the 7-week program
- Feedback survey distributed and completed by participants
- Wrap-up report published by September 30 (end of Q3) published and shared with the DAO
2. Publish roadmap for governance research
- Outline key research themes (e.g. AI tooling, deliberation, progressive decentralization)
- Include opportunities for external collaboration (e.g. RFPs, open research tracks)
- Onboard governance intern to support drafting, coordination, and follow-up
Metrics:
- Governance intern successfully onboarded
- Forum post outlining governance research priorities published
- At least one priority area progressed internally or via external collaboration (e.g. RFP)
3. Finalize preparations for the Delegate Event at Devconnect
- Finalize logistics (venue, date, agenda).
- Confirm participants.
Metrics:
- Full event plan finalized (time, date, place)
- Agenda finalized and shared with the community
4. Governance Contribution Recognition Working Group (GCR WG) and new GCR model
- Onboard and kick off GCR working group
- Designing the next governance compensation model
- Ensure the WG produces a proposal that is finalized and voted on within Q 3.
Metrics:
- Working group members publicly announced and onboarded
- Finalized GCR proposal shared with the community
- Finalized GCR proposal voted on
- Report based on the WG efforts produced and shared with the community
5. Propose a Governance Iterations Council

Create a proposal for a Governance Iterations Council, which would maintain a research roadmap, generate relevant RFPs or grant programs, and oversee experimentation.
