Q2 Goals: Looking Ahead
As we progress into Q2, our focus shifts from laying foundational pieces to building sustainable momentum across core areas of the governance system at Scroll. Below is a breakdown of the high-level goals the governance team is targeting for each priority area.
Similarly to Q1, we’re organizing our objectives for Q2 into four key categories:
Operational goals
Ecosystem Growth goals
Global Community goals
Governance Iteration goals
All of these map back to the priorities established during Co-Creation Cycle 1, held in late 2024 at the DAO’s inception.
Motivations
This isn’t an exhaustive list of everything we aim to achieve. Rather, these quarterly updates are designed to serve a few purposes:
- Enhance transparency;
- Strengthen the dialogue between the Foundation and the DAO around specific tasks and their alignment with the broader strategy;
- Provide a framework to continuously refine and sharpen our focus;
- Revisit and complete any pending goals from the previous quarter;
- Introduce and align on new goals for the upcoming quarter.

Operational goals
Create an initial content plan for Scroll governance
This goal carries over from Q1, where foundational work began. The aim for Q2 is to finalize the content plan and share it with the DAO.
Metrics:
- Does the governance team have a content roadmap and has this roadmap been shared with the DAO?
- Did the plan start getting executed in Q2?
Progress treasury diversification conversations for the DAO
Building on the groundwork laid in Q1, this goal focuses on advancing discussions with service providers to support treasury operations and strategic financial planning. The goal is to move from exploration to execution this quarter.
Metrics:
- Has the treasury management plan for the DAO been drafted and agreed on?
Advance the organizational design of the DAO
This goal aims to put in create an initial organizational structure for the DAO and establish councils as governing bodies with clear responsibilities and goals.
Metrics:
- Has at least one council been formalized?
- Is there a roadmap put in place for subsequent councils?
Ecosystem Growth goals
Ecosystem Co-Creation Cycle, CCC2, to take place
As a result of deciding not to launch the DeFi Grant Program, there is a need to define a clear focus for the DAO in terms of ecosystem growth. As a result, we will have a condensed Co-Creation Cycle, CCC2, in order to have a specific growth related proposal go live for vote this quarter.
Metrics:
- Has CCC2 focused on growth taken place?
- Has a specific proposal for ecosystem growth been put to vote and approved by the DAO?
Launch the Foundation led funding program
The Foundation team is already in process for developing and launching a funding program meant to support founders in the Scroll ecosystem. This program is planned to go live during Q2.
Metrics:
- Has a Foundation led funding program officially launched?
- Have the first 5 capital allocations been made?
Global Community goals
Get initial projects in place to grow the community in a way that specifically prioritizes founder / builder growth
We are excited for the Local Node initiatives to formally kick off in Q2. An initial Local Node Success framework has already been shared with the community. We expect to see multiple proposals for Local Nodes make it to the forum and formal voting this quarter.
Metrics:
- Have at least 3 Local Node proposals been approved?
- Have at least 2 regions gone through the Region Selection Process (proposed and approved)?
- Has at least one applicant from each region where there is a Local Node been accepted to and gone on to be a winner in the next Scroll Open?
– NOTE: the winners of the next round of Scroll Open will not be known during Q2, so the success criteria for this will only be fully known after the next Open concludes, tentatively in August.
Governance Iteration
Put forth a proposal for delegate compensation
At the end of the day, governance is work. As such, we want to acknowledge this formally by putting forth a proposal for delegate compensation during Q2.
Metrics:
- Has a proposal for delegate compensation passed?
Lay out a the next steps for addressing votable supply
During Q2, we should advance a specific plan to help address the low votable supply that we are currently experiencing in the DAO. While it may be the case that not every point in this plan can be fully executed this quarter, we should move forward with a public plan in this direction.
Metrics:
- Has a plan to increase votable supply been posted in the forum?
- Has at least part of the plan been executed in Q2?
Plan and announce the next general Co-Creation Cycle, CCC3
Plan and execute the next Co-Creation Cycle, CCC3, building on the structure and outcomes of Cycle 1 that ended in December and the condensed growth focused CCC2 in April (see above in Ecosystem Growth goals).
This includes defining the timeline, scope, and areas of focus, as well as publicly announcing the cycle to the DAO to maximize awareness and participation.
CCC3 is tentatively set for June.

- Has a timeline for the next Co-Creation Cycle been defined?
- Has there been an announcement on the forum that includes the scope and focus?
Plan an additional delegate engagement event
The goal here is to design and outline a delegate-focused event strategy for the rest of the year, with a primary focus on Devconnect. We will explore the potential for additional events in other locations to broaden delegate participation and foster deeper engagement across the DAO, though it is likely that we will only host one delegate event in Argentina in November. While details will be firmed up closer to then, we want to post the general plan of when we will host the event on the forum by the end of Q2.

- Have we posted a plan for delegate events for the rest of the year on the forum?
Support the advancement of delegate / governance training in the Scroll ecosystem
As we prioritize the creation and deployment of governance training in various ways, we want to make sure that we support the development of the first governance training proposal (ScrollDAO Delegate Accelerator Proposal).
Support entails developing the Scroll ecosystem specific content, reviewing the outputs of the group, and partaking in the deployment of the first iteration.
NOTE: This goal is dependent on a proposal passing.
Metrics:
- Did the DAO approve the Delegate Accelerator Proposal?
- Did the Foundation team support the content development and review of the curriculum?
- Is the curriculum ready for deployement?
Generate a roadmap of governance research
This goal is centered around creating a public list, either in the form of a forum post or a more formalized RFP, that outlines the topics that we are most interested in exploring for governance at Scroll.
This can include, but is not limited to:
- AI governance tooling
- Preference signalling
- Deliberative tooling
- Progressive decentralization
