CCC3 July 2025: Scroll DAO Org Design

tldr

Next Co-Creation Cylce (CCC3) will be in July, tentatively starting July 9th. Exact details TBC but a sketch of it follows here. For the weeks of the CCC, there will likely be more than the usual 2 gov calls to accomodate the process.

Overview

When the DAO first kicked off, we did a Co-Creation Cycle to level set the initial work for the DAO. In April, we had CCC2, a sprint to generate some new ideas for Ecosystem Growth. This led to a Request for Information and ultimately to the proposal of the Ecosystem Growth Council.

The governance team is now planning the next Co-Creation Cycle, CCC3, in July 2025 (after ETH CC). The focus will be centered around the organizational design of the DAO.

The priorities will be to:

  • Revisit strategy
  • Review work being done
  • Review work not yet being done
  • Define the set of councils or other structures we might need by the end of the year
  • Review or generate an initial set of metrics and KPIs for the councils

Motivation

There is a general uptick in proposals and it is making it challenging for many proposals to get feedback. For example, the Foundation is keen to support Local Nodes, a number proposals and regional evaluations have come up, yet many of those working on these proposals are finding it challenging to get feedback.

Similarly for the RFI alluded to above, a number of ideas were generating but there was limited traction in deeply reviewing the responses and seeing which might make sense.

As we look towards the future and think about how the DAO will function, there is a clear need to have more dedicated streams of work. While the Governance Contribution Recognition is one approach towards encouraing delegates, we believe that relying less on global voting (needing as many delegates and token holders voting on all of the proposals) and more on dedicated structures that are accountable to the DAO is a much more tenable system.

CCC3

As such, we want to have this CCC in July dedicated to org design to help ensure that the councils already formed or being proposed at that point have a wider review in terms of their metrics and desired outputs. Additionally, we will explore the formation of councils to generally make the DAO more sustainable in the long run.

The tenative flow of activities will be as such:

  • Wed July 9th (week 1) - both gov calls will be used to review the startegy. We may bring in others from Labs or the Foundation.
  • Week of July 14 (week 2) - focus on reviewing the work being done and what work should be done but isn’t.
  • Week of July 21 (week 3) - focus on outlining a potential organization design for the DAO.
  • Week of July 28 (week 4) - review the metrics and KPIs across the high priority councils.

We are still reviewing the exact tooling that we will use. We will likely use miro boards for workshopping the ideas for each week. We will likely have somekind of offchain voting / signaling mechanism.

Desired outcomes and metrics

The desired outcomes for CCC3 are as follows:

  • Have an organization design that the Foundation and DAO will put in place in the months following CCC3.
  • Produce an initial or revised set of metrics for each council.

Metrics

  • Are there clearly outlined councils for each of the three priority areas for the DAO (Ecosystem Growth, Global Community, Governance Iterations)?
  • Has a new council been proposed to address general accountability in the DAO?
  • Have any streams of work been identified that are not currently being addressed?

Conclusion

We are putting forth this initial timeline for the next Co-Creation Cycle, CCC3, in July focused on org design of the DAO. Let us know if you have any feedback or suggestions, or if there are events we should be keeping in mind for planning purposes.

Sharing an update with a rough flow for CCC3. All of the below has been reflected in the governance calendar.

  • July 16 - both calls (60-min) will be dedicated to a kickoff for CCC3. We will review strategy and set context for what is to come
  • July 21 - we will host two identical workshops (90-min) to review the work being done, work that should be done, and seeing what groups might emerge
  • July 23 - both of the the weekly gov calls (60-min) will be split into partially recapping the workshop from July 21, partially addressing ongoing gov questions
  • July 28 - we will host two workshops (90-min) to revise the potential structure emerging from the previous week and start delving into KPIs
  • July 30 - both weekly gov calls (60-min) will be split between digesting the previous workshop and ongoing gov matters
  • TENTATIVE August 4 - we may host 2 more workshops if needed to finalize the process

The goal is to run CCC3 from July 16-30 and for the gov team to produce a short forum post by end of day Fri Aug 1 outlining the high-level results and which councils will be formalized into proposals for the September 1 voting cycle. We will make the call by July 30 if we need to extend the CCC by another week.

We were going to send a luma or form to RSVP to the workshops, but decided against it to limit the amount of things we’re asking you to do. All calls are in the gov calendar. Let us know if you have any q’s before then.

Thank you, @eugene for posting the format for the upcoming CCC3. I also appreciate having all these meetings added to the Gov calendar - it makes easier to keep track of all the meeting dates and times.

Since this will be my first CCC cycle, what are the KPI’s for these process, is it successfully passed proposals and/or execution process, identified team, with timelines for each proposal? I.e. not just successfully passed proposals, but also proposals that have the most probability to be implemented with success.

Updated comments: @eugene , my question above was addressed in the desired outcomes and metrics listed above. Appreciate all these details since it helps set the stage on expectations, outcomes and participation.

Forming SubDAOs or Councils that brings pluralistic perspectives along with technical expertise would be ideal so that these become the responsible units of providing feedback and following up with proposals on their field. That without excluding anyone else in providing that feedback too.

I assume that the workshops are being developed by the Governance team, right? Would be great to know the methodologies you are using.

Also interested in collaborating here. IMO, solid planning and going towards what I see as a great start: structured processes with clear roles and goals.

The CCC3 represents an essential step towards the organizational maturity of Scroll DAO. We support the initiative and believes that a focus on boards, metrics, and accountability is essential. As a point of focus, we reinforce the importance of actively integrating Local Nodes into the process, especially when discussing the DAO’s structure and priorities. The Local Nodes are operating on a regional basis and can contribute valuable insights into the execution of DAO strategies in different regions.

Overview

This post is meant to both provide some context for the Co-Creation Cycle #3 (CCC3) kicking off today, July 16th, and to outline the ways that people can get involved (especially if you have to miss any specific synchronous session).

If you’re new to Scroll DAO or the CCC process, check out this post above for some general context on what Co-Creation Cycles are, what the previous ones were focused on, and why we do them.

CCC3 Desired Outcomes and Metrics

These were the desired outcomes and metrics from the posted linked above.

The desired outcomes for CCC3 are as follows:

  • Have an organization design that the Foundation and DAO will put in place in the months following CCC3.
  • Produce an initial or revised set of metrics for each council.

Metrics

  • Are there clearly outlined councils for each of the three priority areas for the DAO (Ecosystem Growth, Global Community, Governance Iterations)?
  • Has a new council been proposed to address general accountability in the DAO?
  • Have any streams of work been identified that are not currently being addressed?

Context for the Kickoff

The ultimate goal of this exercise is to outline an initial structure for the DAO, including responsibilities and metrics. As such, we think it’s important to re-state some of the overall priorities from Scroll entitites.

Open Economy

The open economy is, at the end of the day, about creating an environment and culture focused on:

  • Ease of Business: An ecosystem that streamlines processes, enabling founders to launch impactful projects with minimal friction.
  • Upward Mobility: Providing equal opportunities for growth, where individuals and projects can rapidly ascend and achieve success.
  • Secure Infrastructure: Offering a robust and reliable platform that ensures the safety and integrity of all transactions and assets.
  • Cultural Richness: Celebrating diversity and fostering a vibrant community where various cultures and ideas intersect to spark innovation.
  • Appreciating Value: An environment where investments and contributions grow in value.

Founder First

As Scroll goes about laying the foundations for the Open Economy, the way to get there centers around founders. Up Labs is centering their growth strategy around identifying key Scroll-first founders who are able to help nurture the network usage and culture that is needed to build the Open Economy.

In addition to identifying and supporting founders directly, there is an effort to build out additional structures to ensure the founders’ succeess. These include things such as:

  • Scroll FC (Founders Club) - a community built for and by the key founders around the Scroll ecosystem
  • Ecosystem support - building out the structures and processes to systematically provide more support than pure financial (helping projects with distribution, or finding product market fit, or connecting with relevant mentors, etc.)

This latter area of ecosystem support will be one that will definitely intersect with the DAO, thanks to the security related proposal we will have more direct support structures for founders eminating from the DAO.

Please keep these elements in mind as we work towards defining the activities that make most sense for the DAO.

CCC3 Process

A. Kickoff July 16th

Two governance calls that day will include at least 20 minutes dedicated to starting the Co-Creation Cycle.

This kickoff call has two goals:

  1. Provide the general background context on Scroll in terms of vision and strategy that can help people during CCC3, and
  2. Give a chance for the Harmonica team to present the tool we’ll be using during the CCC3, including a short demo.

B. Harmonica Session #1

This session will center around what is being done within the DAO and what we should be doing at the DAO. This is meant to be the first towards defining the org structure of the DAO.

Submission deadline: Saturday July 19th at Midnight UTC.

C. Mon July 21st Workshops

We will have two identical sessions on Monday July 21st - one at 7:30a EST/UTC-5 and the other at 1:00p EST/UTC-5. These workshops will be between 60-90 minutes and will focus on a Miro board session with the inputs from Harmonica Session #1.

The things being done and to be done will be put into a board to see if we’re missing anything and to start getting a sense of which have more consensus around them.

The goal of these workshops are to have a clear sense of the work being done to set us up for the next part, and will be paired with one more Harmonica session to capture the relevant info before moving on to clustering work.

D. Harmonica Session #2 (Tue July 22nd - Thu July 24th)

Harmonica Session #2 will focus on the question of, “Given the tensions identified in Session 1, what are your convictions and trade-offs?” There will also be elements of scrutinizing existing outcomes that emerged in the workshops on July 21st.

This will supplement the workshops from July 21 (C.) to help start clustering and designing the specific councils or working groups.

E. Wed July 23rd Weekly Gov Calls

On July 23rd, there will be the usual two daily calls (meant to be repeats for timezone accessibility). Roughly half of each call will be dedicated to reviewing the progress in CCC3 and addressing an challenges or questions arising.

G. Mon July 28th Workshops

These workshops will be focused on interacting with the the inputs from Harmonica Sessions #2 & #3 to work towards the initial set of councils and working groups to prioritize, as well as an initial sketch of metrics for each council and working group.

There are two potential activities after this that will be decided closer to the end of the process depending on the progress.

  1. There may be one more additional Harmonica session on the metrics if we did not get to spend enough time on it or get into the required depth during the July 28th workshops.
  2. A snapshot style vote to get a clear sense of which councils to prioritize.

What Happens Next?

Once we have gone through the outlined sessions, the governance team will work to produce a forum post outlining which proposals the community can expect shortly. This post will be produced by August 1st and will be drafted and added to the forum by August 15th to provide enough time for feedback and revision ahead of the September 1st voting cycle.
