Overview
It has been 8 weeks since we started the Co-Creation Cycle. This post is meant to provide an update to where things stand with the process and what to expect in January 2025 in terms of governance at Scroll.
To be clear: this post is NOT a full assessment of the Co-Creation Cycle. We are doing an assessment in January and will share our findings as soon as they are ready (target: by the end of January 2025). If you want to provide feedback on either the CCC or Eugene in his role as governance lead / facilitator, you are welcome to do so here.
Where things stand as of Dec 20
Summary
11 proposals emerged from the CCC. There was also a strong desire for strategic clarity and deliberation. As a result, we are moving forward with two proposals:

The strategic deliberation one is being fielded by the Foundation to make sure that we can act on it as quickly as possible in January

The User Research one is the further along (and doesn’t have dependencies on the outcomes of the strategic deliberation exercise) and will be the first one to go to vote
Outcome of CCC
The major outcome was the desire for strategic clarity. Sessions 18 and 19 on Wednesday December 18 dove into the strategy and addressed questions that came up. We are planning to do a small deliberative process to clearly articulate the DAOs priorities for 2025. That process is being refined and will likely be the week of January 13th.
Voting cycle
The current proposed schedule for proposals to go live will be the first of each month. So the votes will take place in the first 7 days of the month, followed by a 3 day timelock for fund transfers. You can review our governance architecture in our documentation.
An exception will be January, during which we’ll vote on any proposals that are ready starting January 9th. The logic of this timing is to:

recognize that many folks will not be working the weeks starting Dec 23 and Dec 30
-
provide at least a few days (Jan 6-8) to review proposals before the vote goes live on January 9th
-
we do not want to unnecessarily delay the DAOs first vote
First vote
The first vote will likely relate to the User Research proposal. As of writing, this proposal exists in a Google Doc. It will be put up on the forum the week of Dec 23. The Foundation is excited to see what others think about it. Thanks to the RnDAO team led by Daniel for leading the charge with this proposal and thanks to all those who have provided feedback so far.
Deliberative process
The deliberative process is still being finalized. It will likely entail at least 4 total sessions (split across two timezone options). More details will be shared no later than January 6th, but the goal is for these sessions is to:

have clarity on the strategic objectives of the DAO starting 2025

provide delegates with the information needed to finish the proposals for a first grant program, on the ground community activities
