Announcing the Ecosystem Growth Council (EGC)

We are excited to announce the first Ecosystem Growth Council (EGC). This follows the approval of the EGC in the June voting cycle and the recruiting process as outlined in the proposal.

Given the feedback as the proposal was going to vote and during the vote, we have initially invited 3 parties to join the EGC. The three candidates we put for the external seats in the EGC are:

The DAO will now have a 3 business day veto period begin (outlined below). If there is no veto, the team will have a kickoff scheduled sometime between Friday July 18th and Tuesday July 22nd.

Reminder: the initial proposal did include a total of 7 seats, 5 of which would be external to Scroll. We have only chosen 3 (instead of 5) as a result of the feedback we received, but there are some very strong options if we want to expand from 3 to 5.

EGC, More Info

The EGC is a council that consists of 5 seats. The first proposed EGC is:

  • Eugene as the representative for the first Scroll seat (to be shared with others in the Foundation),
  • JuanRah & 0xDonPepe (sharing one seat),
  • Mark as the representative for the second Scroll seat (to be shared with others from the growth team or the Foundation),
  • Natalie Tillack & Jashar Seyfi (sharing one seat), and
  • Sov.

Rationale

Overall, there was a strong desire to find a mix of three candidates who can bring forth the following mix of experiences or skills:

  • Experience growing web3 ecosystems
  • Experience growing web2 ecosystems
  • DeFi experience
  • Experience designing and improving grant or other capital allocation systems

Additionally, we want to make sure the candidates were not based in a single continent. We were looking to have at least 3 continents covered amongst the 5 seats.

Deciding was honestly very difficult. There were a lot of very high quality applications. This process also comes just before we do the third Co-Creation Cycle, where we will be co-designing additional councils and/or working groups for Scroll DAO. There were some candidates who were very strong but we thought would be an even better fit for a different council that we hope to see formed by the end of the summer. We did our best highlighting such feedback in the follows up we sent those who were not chosen.

Let us share some on why we picked who we did for these three seats.

JuanRah & DonPepe

JuanRah and DonPepe both has strong web3 experience and from different perspectives. JuanRah has some quality research experience between his educational experience and the work he’s done in Arbitrum, while DonPepe has been a lot more hands on in different projects and protocols. We thought they had some quality web3 growth and DeFi experience between them.

Natalie Tillack & Jashar Seyfi

Natalie and Jashar had by far the strongest web2 growth experience, which you can see in more detail in the public applications below. We thought that between that experience and the ideas they had put forth, pairing them with someone with both DeFi and ETH/L2 growth experience could make for a strong combination.

Sov

Sov brings both a mix of web2 and web3 experience, with a lot of the latter focusing on granting and capital allocation in various forms. Between his work at Gitcoin, his research, and working with a variety of grant programs in different capacities, we believed that Sov would bring quality insights and a very strong network of those working on new tools for granting / capital allocation.

Based on the interviews, we also believe that three, alongside Mark and myself, will bring quite a range of experiences to the table that will maximize the chances of Scroll DAO forming a strong first growth program in the coming months.

Public Applications

This sheet has the information of the responses that we received.

We had 20 applications. 18 said they were comfortable sharing their application, 2 just wanted to share their interest.

We conducted 14 interviews.

EGC Objectives

The primary goal for this council is to put an ecosystem growth initiative in place. As such, the primary outcomes will be the creation of the initial initiatives and any relevant metrics that emerge from that initiative.

It’s important to recognize that a 6 month timeline may be a challenging one to recruit the council, review programs, approve at least one initiative, and oversee the initiative as it gets going. As a result, there will be limited available data on the impacts of the funded initiative itself, so the success of the council in the first 6 months will center on the operations and transparency.

Other aspects for evaluation include:

  • Has the EGC been hosting regular meetings (at least 2 per month)?
  • Do all meetings have public notes shared within 3 business days?
  • Is there a 6-month report?
  • Have all proposals been reviewed and given feedback?
  • How many proposals have been approved?
  • Were any vetos triggered?
  • Were any triggered vetos resolved?

The secondary goal for the EGC is to produce a proposal for renewal at the end of 6 months, which includes a proposed charter for the council.

This charter will outline the policies relating to the EGC beyond the initial 6 month period. This will include, but is not limited to, questions such as:

  • Term limits / when the initial council members will roll off
  • Future recruitment process
  • Future multi-sig signers
  • Revised metrics

Veto process

This form is meant to be a temporary solution for a veto for the first council formation at Scroll DAO.

Delegates will submit their vetos here. After the 3 business day window concludes, the form will be closed and the votes will be counted and then shared publicly. If there are less than 5 submitted responses from delegates, then the process concludes.

If at that point, there are more than 5 vetos submitted, then the gov team will review the results and published the token weighted result. The token weights will be taken as a snapshot within 12 hours of voting beginning.

Vetos can be submitted at the level of a specific member and can include multiple members, or all three seats.

For the veto to succeed, there needs to be enough to clear quorum (2.1m) on a specific veto. That is to say, if there are 1.5m votes to veto member1 and 700k votes to veto the full set of choices, only member1 would be removed. This also means, if 300k veto each member and 300k veto all three (+500k auto-abstain), this measure would technically clear quorum but no specific veto would take place. In this case, all members have 600k veto votes against them (300k per + 300k for all) + 500k auto abstaining, which is not to veto a specific member.

The auto-abstain wallet will participate to stay in accordance with its goal of making sure all DAO votes hit quorum.

Conclusion

We are very excited to see the first council form and to see what they will accomplish in the next 6 months.

As the first, there are definitely ways we can improve the process. We look forward to hear the feedback on how this can be improved for subsequent council formations.
