Proposal: Security Subsidy Program for Scroll Builders

Rationale: I support the SCR security audit subsidy. Security audit costs are a barrier for builders, and this program ensures accountability while the cost-sharing requirement keeps projects invested. Many other ecosystems have seen success in similar programs and I believe it makes sense for Scroll to invest here.
