GM Scroll fam! :waving_hand:

I’m Alex Soto (@alexsotodigital), born in Mexico and showing up here with a deep love for governance, coordination, and what it means to build shared power, not just shared infrastructure.


:herb: Who I am

I come from outside the usual dev/VC loop. My background is in facilitation, community-building, and designing collective decision-making systems (think: sociocracy, NVC, liberating structures).

For over a decade, I’ve worked with orgs and communities trying to shift away from top-down control towards more distributed, caring, and regenerative models of collaboration.

Over time, that path led me into Web3 — drawn by its potential to reimagine how we organize, allocate resources, and take care of shared responsibilities. And Scroll, to me, represents one of the most promising corners of that vision.

Big shoutout to @HumbertoBesso, who first got me curious about Scroll. The values, the intention behind the protocol, and the early governance culture being shaped here, it all feels like fertile ground for meaningful contribution. Grateful for the nudge :folded_hands:

I’m currently also serving as a delegate in the Optimism Collective, where I’ve been learning a lot about the challenges of scaling governance while staying true to community roots.

I’m now also exploring Arbitrum and other L2s to get a broader view of how different ecosystems are approaching coordination, decentralization, and decision-making. Each network has its own culture — and I believe we need more bridges, not silos, between them.

I’ll be showing up here consistently to:

  • Share clear reasoning behind every vote
  • Support proposals that align with long-term integrity
  • Amplify perspectives that often go unheard, especially from the Global South and non-technical contributors
  • Be reachable, when questions come up or feedback is needed
  • Stay humble and curious as the protocol grows

Scroll Governance – Voting Summary (First Cycle :tada:) - June 2025

Sharing my reasoning for the current proposals up for vote.
I aim to act in good faith, support long-term value creation, and keep alignment with Scroll’s core principles.


Mexico Mobile Scroll Node: A Founder-Focused Onboarding and Support Program

I support this proposal. I believe it can strengthen Scroll’s presence in the Mexican ecosystem by focusing on founder support rather than just developer training. The team behind the proposal has shown clear intention and care for local impact, which I find essential for long-term outcomes.
Disclosure: I’m applying to participate in the program as a founder.


Brazil Local Node

Having a second local node in Latin America is a smart move. It allows for comparison, cross-learning, and the development of regional best practices. Investing in multiple hubs increases diversity and strengthens Scroll’s global presence beyond core markets.


Kenya Scroll Local Node Founder Program

Opening the door to the Kenyan ecosystem could create meaningful impact by aligning Web3 tooling with real-world challenges. I support this initiative because I believe builders from emerging economies bring fresh use cases and perspectives that are often underrepresented in the space.


Ecosystem Growth Council (EGC) Formation

I support the formation of the EGC as a mechanism for structured accountability. Many growth ideas have been shared in the past but lacked execution. A council format offers clear roles and focus, which can help move promising concepts forward in a coordinated way.


Votable Supply Adjustment – Auto-Abstaining Wallet

Since this initiative does not incur additional cost to the DAO and can improve governance hygiene (by preventing inactive wallets from influencing outcomes), I support it. I appreciate simple upgrades that improve the quality and transparency of voting.


That wraps up my first voting cycle as a Scroll delegate and I’m excited to keep contributing!

Community Council Formation

I voted for this proposal
→ I think it’s important for Local Node leaders to have a clear point of contact who maintains accountability and has a big-picture perspective. I also believe that having a more intentional presence at events can be positive for Scroll’s visibility and adoption. Finally, I’m glad the proposal has incorporated community feedback to reach this version.

Feynman Upgrade on Scroll Mainnet

I abstained from voting
→ Although the upgrade seems to bring positive changes (such as a more robust fee model, improved EVM compatibility, and simplified smart contracts), I don’t seem to have the knowledge to understand the practical implications of this decision.

Better DAO Decisions & Aligned Incentives: Research on Carroll Mechanisms

I voted against this proposal
→ While I agree that governance is critical to Scroll’s success, I don’t understand why Scroll should fund basic research on mechanism feasibility, especially given that Dr. Philip Brown is a recognized leader in mechanism design and has received extensive funding from others.
If the intention is to rethink the use of voting mechanisms altogether, I would like it to be a more collective effort (in partnership with other DAOs) or to reduce personnel and resources until concept-feasibility is achieved.

Security Subsidy Program for Scroll Builders

I voted for this proposal
→ As a founder looking to build on Scroll, the fact that a subsidy exists to ensure the project has the security to succeed seems like a gem to me. It also contributes to improving the perception of the industry for the long term.

September voting cycle

Governance Council (GC) Formation

I voted for this proposal
→ I believe the creation of this council is essential for the development of the DAO, especially for its research and experimentation perspective.
I also celebrate the fact that it brings new voices to the conversation (two seats for delegates or governance professionals), complementing the foundation’s perspective and taking firm steps toward progressive decentralization.

Governance Contribution Recognition (Cycle 2: May - December 2025)

I voted for this proposal
→ I share the commitment to recognize governance work, especially since much of the work tends to be invisible and outside of operational responsibilities. While I believe the way rewards are calculated can continue to improve, I believe learning will come with experience.
Disclosure: I am not a verified delegate yet, as I have fewer than five delegators, so I appreciate the second round (Sept-Dec). I hope to become eligible by then.

DAO Treasury Management RFP

I decided to abstain on this proposal.
→ While there is extensive documentation and in-depth comparisons between the different providers, I don’t feel I have enough insight to choose one in particular. I trust that other delegates with more background will guide us in the right direction.

Scroll DAO Timelock Test

I voted for this proposal
→ I’m glad we’re testing to confirm that everything is working as intended, and I see no reason not to try.
