Operations Committee – Updates & Call Summaries

This thread will be used to share public updates and call summaries from the Operations Committee. Its purpose is to provide visibility into ongoing discussions, decisions, and execution work, and to keep delegates and the wider DAO informed about how the Operations Committee is operating and delivering. Updates will be posted following committee calls or when there are relevant developments to share.

Operations Committee calls are composed of designated contributors representing the following roles:

Kick-off Call Summary – January 29, 2026

Participants

Agenda & Role Responsibilities

Governance Facilitator

  • Lead the governance agenda

  • Facilitate weekly governance calls

  • Engage in proposal discussions

  • Manage and support the delegate community

  • Execute finance-related governance processes

Program Execution

  • Program development and execution, including:

    • Applications

    • Payouts

    • Communications

  • Provide operational support to all other committees

Marketing

  • Amplify all DAO operations and activities

  • Coordinate marketing efforts for DAO programs

  • Lead general communications from committees to the DAO

Priority Tasks

  • Creation of detailed role descriptions (each role to help structure its own responsibilities and scope)

  • Constitution updates

  • Treasury management guidelines, including:

    • Definition of multisig participants

    • Proper tracking and reporting of transactions

  • Program development for Q1, with an initial focus on USX

  • Verified Delegate applications, with selections expected by mid-February

Foundation-related Items

  • Role agreements with an effective period from February 1st to June 30th

Governance Agenda

  • Contributor role selection

  • Committee renewal guidelines

  • Verified delegation guidelines, including:

    • Future selection processes

    • Benefits and responsibilities of verified delegates

  • DCP and GCR updates, to be handled jointly with the Accountability Committee

  • Data Analytics Fund

  • Regional evaluation of Scroll’s competitive advantages and disadvantages, with a global and regional lens

Delegate Proposal Submissions

Delegates will be able to submit proposals under the following allocation categories:

  • Community Allocation

  • Ecosystem Allocation

  • Discretionary Allocation

The committee discussed the most appropriate multisig structure for the DAO operations, including its composition, scope, and funding flow.
