This thread will be used to share public updates and call summaries from the Operations Committee. Its purpose is to provide visibility into ongoing discussions, decisions, and execution work, and to keep delegates and the wider DAO informed about how the Operations Committee is operating and delivering. 3. Marketing & Communications
As needed, Marketing (@gabriellamena) will publish forum threads with updates on DAO activities, which will be used to support amplification across Scroll’s social media channels.
Multisig & Financial Operations - The committee continued discussions regarding the multisig structure and financial management processes.
USX Marketing Campaign - The committee aligned on next steps for the USX marketing campaign.
Delegate Contribution Program (DCP) - We reviewed updates and ongoing work related to the Delegate Contribution Program.
Potential Meetup Grants Program - We discussed the possibility of creating a small grants program to support community meetups and local activation initiatives. The idea is still at an early stage and requires further development in terms of structure, eligibility criteria, scope, and budget before moving forward.
DAO Social Content – It was decided during the call that we’ll start posting more content about DAO activities on Scroll’s official Twitter account.
Finances & Multisig – The remaining operational multisigs will be created this week and the dashboard is soon to be posted. Regarding Treasury Allocation, a total of 23,000 USDT and 3,017,241 SCR from the Foundation was already transfered and are available.
Programs:
USX KOLs - An initial overview for the USX KOLs program was discussed. On a high level, the strategy involves working with 10 to 20 creators targeting “yield-maxis” and “privacy-maxis”, prioritizing organic and sustainable growth. With an expected budget of $20,000 per month over 3 months (totaling $60,000), the focus will be on increasing USX awareness, highlighting its competitive yield and focus on privacy.
DCP – The OC is currently assesing the received feedback with the aim of answering delegates questions and incorporating it to the final version of the RFC. The Application Thread will be opened afterwards in order to begin the selection process, with the proper timeline adjustments.
Community Grants – The possibility of a new edition of the Community Grants Program was introduced in order to support events, educational and other community activations. The OC is currently exploring the possibility internally.

Gm, Ivey and Tino of @SEEDGov , I listened to last week’s Governance call about the discussion of the USX KOL program and noticed that it was included in the latest OC team reports. However, I searching for more details about this program on our Forum, to no avail. Is this a program/RFC proposal that is currently in progress, and will be posted on the Forum soon? As @Juansito mentioned (I believe it was referred to as the Ecosystem Allocation program) on last week’s Goverance call about the idea of delegates also being able to contribute to this program as way to contribute to the DAO. Any additional details that you can share, would be great, or during this week’s Governance call! Tks!
Finances & Multisig – The Multisig Dashboard is in its final stage and expected to go live soon, improving visibility over treasury operations.
Programs:
USX KOLs – The USX team is currently awaiting a technical adjustment before officially launching the KOL program. Once the campaign goes live, the plan is to expand distribution through the DCP, enabling delegates to create and amplify aligned content.
DCP – We discussed preliminary budget allocations and proposed timelines for the DCP pilot program, aligning expectations around scope and execution. (Link)
Community Grants – Feedback from the Operations and Accountability Committees is currently being gathered prior to submitting the proposal to the forum. Further updates will be shared once this internal review process is completed.
Security Subsidy Program – We briefly discussed the audit subsidy initiative and the possibility of supporting additional security audits for Scroll ecosystem projects.
The committee agreed to extend the final application deadline for the Delegate Contribution Program until Friday, March 13. The extension aims to allow additional time for contributors to submit applications and ensure broader participation. Further updates will be shared on the forum accordingly. Apply here.
2. Multisig & Treasury Transparency
We continued discussions around treasury structure and operational improvements. As part of increasing transparency, the committee aligned on improving the DAO’s treasury visibility through a dedicated dashboard and clearer tracking mechanisms. Additional details will be shared as implementation progresses.
3. Security Subsidy Program
We briefly discussed the audit subsidy initiative, including prior support considerations for SynthOS. The committee is evaluating potential next steps related to ecosystem security support.
4. USX – KOL Program
Ethereum TGU, in coordination with the USX team, is currently in discussions with selected KOLs and aligning on contractual terms and activation details. More updates will be shared soon as the next steps are finalized.
5. Community Grants Program
We continued discussing the potential structure of a Community Grants Program aimed at supporting ecosystem growth and local activation initiatives. The framework is still under development.
