Introduction

We are Lampros DAO, an open community collective focused on development, research, governance, and education in the Web3 space. We believe that better blockchain ecosystems are built through strong protocol development, reliable data insights, active governance, and open learning. Our community brings together builders and researchers with a shared goal: to help shape fair, resilient, and future-ready decentralized networks.

Our journey is rooted in the Ethereum ecosystem. As contributors across multiple L2s, our mission aligns with the long-term vision of Ethereum to scale securely and sustainably without compromising decentralization. We are excited to extend this commitment to Scroll DAO, supporting a zkEVM-based rollup purpose-built to scale Ethereum’s capabilities.

Our Team

Our governance efforts in the Scroll DAO will be led primarily by Euphoria, who will serve as the main point of contact for all delegate-related activities, including reviewing proposals, voting, sharing governance updates, and attending community calls. Alongside Euphoria, Chain_L will actively support governance discussions and decision-making processes, ensuring community representation and transparency.

Additionally, Lampros DAO has dedicated teams supporting our governance with:

  • Data and Research Team: This team consistently provides clear, reliable data, insightful analysis, and useful tools to help both Lampros DAO and the broader Scroll community make informed governance decisions.
  • Builders and Developers: We have an experienced team actively building impactful products within Ethereum and various Layer 2 ecosystems. Their deep understanding of protocol development and scaling solutions brings valuable technical insights to our governance participation in Scroll DAO.

Lampros DAO remains an open and inclusive community. We warmly welcome anyone passionate about governance, development, research, or data analytics to join us. We’re committed to guiding new contributors and helping them discover meaningful ways to actively participate and contribute to the Scroll ecosystem.

Why Scroll?

We chose Scroll because it embodies the direction Ethereum is headed: verifiable, scalable, and trust-minimised. By leveraging advanced zero-knowledge proof systems, Scroll is not just solving for scale; it’s preserving the core principles of Ethereum while doing it.

With our background in L2 governance, protocol development, and ecosystem education, we see Scroll as a natural extension of the work we already do. We’re here to contribute thoughtfully, whether it’s through governance participation, public goods tooling, developer engagement, or data-driven insight, all in service of helping Ethereum scale securely.

Vision & Goals for Scroll

Scroll is building infrastructure that Ethereum needs, a zkEVM-powered Layer 2 that enhances scalability without compromising on decentralization or security. At Lampros DAO, we see Scroll as a critical part of Ethereum’s long-term roadmap.

As a delegate, our goal is to help shape Scroll’s governance in a way that reflects this mission. We aim to foster a culture that is inclusive, research-backed, and welcoming to new contributors. Using our experience across multiple L2s, we plan to contribute frameworks, dashboards, and insights that improve governance decision-making as Scroll continues decentralizing its stack.

For us, governance is not just about voting; it’s about stewarding long-term infrastructure and ensuring that the protocol continues to scale Ethereum in the most resilient and permissionless way possible.

Disclosures

We are currently active delegates in the Arbitrum DAO, Optimism Collective, and Superfluid DAO. While we may participate in additional governance ecosystems in the future, we take our responsibilities as delegates seriously. We commit to always acting transparently and in the best interest of the specific DAO we represent. Should any potential conflicts arise, they will be promptly and clearly disclosed to the community.

September Voting Cycle


  • Scroll DAO Timelock Test
    Voted - FOR
    Rationale -
    We are voting FOR this proposal. Testing the timelock with 1 SCR is a safe and important step to confirm the mechanism works before larger treasury operations move on-chain.

  • DAO Treasury Management RFP
    Voted - Avantgarde
    Rationale -
    After reviewing the three applications, we believe Avantgarde is the best fit for Scroll DAO’s treasury management needs at this stage. Their proposal goes beyond asset management and puts a strong focus on aligning treasury actions with Scroll’s long-term goals. The emphasis on extending runway, reducing risk, and at the same time fostering growth within the Scroll DeFi ecosystem makes their approach balanced and future-oriented.
    We also value their willingness to collaborate with other service providers if the DAO decides on a split mandate. This openness gives us flexibility and reduces concentration risk. In addition, the proposal highlights transparent reporting and structured financial planning, which are important for accountability and governance.
    While both 9Summits and kpk bring solid experience, Avantgarde’s holistic strategy and focus on integrating treasury decisions with broader ecosystem growth stand out as most beneficial for Scroll DAO.

  • Governance Contribution Recognition (Cycle 2: May - December 2025)

    Rationale -
    We are in favour of this proposal.
    The first cycle of Governance Contribution Recognition (GCR) set a good base to reward delegates for their work. This second cycle builds on that learning, with clearer criteria, tiered rewards, and the use of Curia’s Forum Score to bring more objectivity. The structure of weighting voting participation, rationale posting, and forum engagement feels aligned with Scroll’s goal of rewarding quality over just quantity.
    We also see value in the 60% cutoff, as it sets a basic participation standard while still leaving space for new delegates to join and prove themselves. The overall budget of 580,000 SCR is reasonable when compared with Cycle 1 and signals continuity without overspending.
    In our view, this proposal will help retain active delegates, encourage transparent rationales, and strengthen Scroll DAO’s governance culture.

  • Governance Council (GC) Formation
    Voted - FOR
    Rationale -
    We are in support of this proposal to form the Governance Council. As Scroll DAO grows, it is important that governance research and experimentation are given a dedicated structure. The proposed council, with clear responsibilities like producing a research roadmap, issuing RFPs, and providing regular updates, will add value to how governance evolves in our community.
    The budget of 1.5m SCR is reasonable given that most of it is directed toward grants and experiments, not just compensation. This allows space to test new governance tools and approaches such as deliberation platforms, futarchy pilots, and progressive decentralization models, which are important for the long-term resilience of Scroll DAO.
    We also find the design of a transparent hiring process and the 3-day delegate veto window to be strong safeguards that keep decision-making accountable. While six months is a short time, it is a good starting point to test whether this model works and what should be improved for a longer-term structure.

    Rationale -
    We are voting FOR this proposal. It has helped maintain quorum without lowering thresholds and remains useful after the recent governance pause and reduced votable supply. While this safeguard is needed now, we encourage continued efforts to grow delegate participation and reduce reliance on it over time.
