Scroll DAO Timelock Test

Voting FOR, it’s a zero-cost, 1 SCR round-trip that sanity-checks the timelock and our on-chain execution, reducing reliance on manual ops and paving the way for safer treasury automation.

Governance Contribution Recognition

Voting FOR, incentives are essential if we want consistently engaged, high-quality delegates. This program recognizes real contributions and helps keep the lights on in governance between hype cycles. The only tweak I’d have made is raising the minimum delegated SCR required for eligibility to reduce farming/sybil risk, ideally phased in from the next distribution window so we honor prior expectations.

Governance Council (GC) Formation

Voting FOR. I’m supportive of spinning up this 6-month Governance Council: small budget, clear guardrails, and enough flexibility to actually test things without drowning in process. That said, I’m still not 100% sure how this new council will end up being assembled given all the moving parts in governance right now, so I’ll be watching that closely.

DAO Treasury Management RFP
Vote: FOR Avantgarde. This was not an easy decision, Karpatkey’s track record in DAO treasury management is strong and I seriously considered backing them. Ultimately, I’m supporting Avantgarde because their approach feels more tailored to Scroll’s current needs. That said, I do have concerns about whether this proposal will actually move forward given the broader governance shifts we’re navigating. For that reason, I see this vote less as a final endorsement of a provider and more as a step toward ensuring Scroll DAO positions itself to manage its treasury responsibly. Clear reporting, risk parameters, and accountability will be critical if and when this mandate is executed.
