Hi @ochieng Thanks for putting the proposal together. I feel like @Fadhil asked great questions and you have largely cleared it all up. The proposal is well thought out and the plan for delivery seems sound. I also really like the list of Mentors & Advisors.

Re long term sustainability. From your comments:

This is a highly targeted program focused on top-tier teams with strong traction and credible projects, which reduces risk. Dropout is addressed through scouting and milestone-based engagement. Talent retention and project sustainability are supported via ecosystem integration, mentorship, and contributor pathways. We remain adaptable to regulatory and technical risks, leveraging our regional mentor network.

Is it fair to say that this isn’t supporting zero to one start ups, but one onwards startups?

The proposal is comprehensive, and I’m particularly enthusiastic about the “mobile local node” concept for broader outreach.

The main point that gives me pause is the “build exclusively on Scroll for at least one year” clause. While I understand the intent to foster deep engagement with the Scroll ecosystem, it does bring up practical considerations:

  • Enforcement & Monitoring: How would this exclusivity be practically monitored and enforced without becoming overly burdensome?
  • Ethos Alignment: In a Web3 space that often champions interoperability and open-source contributions, how does long-term, mandated exclusivity fit?
  • Flexibility for Founders: What if a project organically discovers strong synergies with another (perhaps complementary) ecosystem, especially if their codebase is open source?

I see this as a “yellow flag” – an aspect to observe and learn from – rather than a deal-breaker for this initial pilot. The relatively short 3-month experimental period makes it a lower-risk way to test this model.

Ultimately, the success of this Local Node will hinge on the tangible value it delivers to founders and, by extension, to the Scroll ecosystem. If the support, mentorship, and access provided are truly exceptional, the exclusivity aspect may naturally become less of a concern for participants.

Proposal Title: Votable Supply Adjustment - Auto-Abstaining Wallet

I’ll be voting FOR this proposal.

The risk of governance grinding to a halt because a few key delegates miss a vote is a serious concern. This auto-abstaining wallet directly tackles that by ensuring quorum can be met. Effectively, it makes the threshold for active decision-making around 1.6M SCR, which influences vote dynamics by allowing a simple majority among fewer active voters to pass proposals once quorum is hit. Given current participation challenges, that’s a practical path to keep things moving.

Yes, I recognize the trade-offs:

The 500k SCR is an ‘artificial’ contribution to quorum and doesn’t represent genuine engagement on specific proposals.
It’s a mechanical fix that masks, rather than solves, deeper issues of voter apathy.
Management of this abstaining block falls to a Foundation multisig, which involves a degree of centralization for this function.
However, considering this is a temporary measure (until October 2025), low-cost, and operationally simple, these downsides are acceptable to prevent immediate DAO stagnation. It’s a sensible stop-gap solution, and for these pragmatic reasons, it has my support.

Proposal: Gov Contribution Recognition - Retro & Working Group

I’ll be voting “FOR” supporting efforts to establish a Governance Contribution Recognition system.

Actively encouraging and retaining quality contributors is vital for a healthy, resilient DAO. A well-thought-out recognition program can directly incentivize the kind of engagement and deeper participation we want to see, ultimately making our governance more effective.

The main hurdle, of course, will be designing a fair and transparent system that accurately identifies genuine value without becoming overly complex or creating perverse incentives. These are significant design challenges we’ll need to navigate carefully.

However, the potential benefits—better participation, retaining dedicated talent, and improving overall governance health—are too important to pass up. These challenges are worth tackling to build a stronger ecosystem.

Proposal: Ecosystem Growth Council Formation

I’ll be voting “FOR” the Ecosystem Growth Council (EGC). It’s a promising step if we design it right.

Key Upsides:

Transparency: Fully open operations, decisions, and clear conflict of interest rules.
Legitimacy: Must operate with broad community trust and alignment.
Multi-sig: Nailing the trust architecture

The EGC has major potential to expand Scroll’s ecosystem. Addressing these design points carefully will be key to unlocking that.

Proposal: Brazil Local Node

I will be voting “FOR” this proposal.

Thanks to @ModularCrypto for this comprehensive proposal. I’m supportive of establishing a Local Node in Brazil and appreciate the detailed plan.

My main consideration is the ambitious scope for a 3-month timeframe. Successfully executing an accelerator, three major IRL events, multiple educational pieces, and robust community management to a high standard is a significant undertaking. While I’m hopeful, I’ll be keenly watching Modular Crypto’s capacity to deliver effectively on all these fronts.

Despite this, as verified delegate will support the proposal, recognizing Brazil’s potential and Modular Crypto’s enthusiasm.
