A brief intro to yourself: StableLab is the leading provider of governance operations and data-driven intelligence for decentralized protocols. Our team has expertise in grants management, GovOps, DAO design, and delegate program management. We actively contribute to over 25 of the leading protocols in the space, including Aave, Arbitrum, Lido, Optimism, SafeDAO, Uniswap, and Sky (fka MakerDAO)

We pioneer delegation work through high governance standards, extensive research, hands-on expertise, and the consistent use of a code of conduct.

Our systematic framework for DAOs covers governance methodologies, decentralized workforce, implementation, documentation, communication, and community engagement. There is no one-size-fits-all approach, but we provide a framework of principles and tools we have developed throughout our experience.

A message to the community and ecosystem: At StableLab we believe in supporting the best interests of the DAO before anything else. Scroll is focused on researching and building as a community focused on scaling Ethereum and distributing this technology to the billions of people who would benefit most from this technology.

StableLab’s primary objective as a delegate is to ensure that the decision-making and accountability process through which we build, fund, and distribute this technology is sustainable, fair, and decentralized.

Research to inform a builder support strategy

Vote: Yes

Rationale: We support this proposal because supporting builders is a capital intensive endeavour, and in order to ensure that we do it the right way, it is important to invest in research to inform our builder support strategy. Focusing on communities that have the talent and the market need for blockchain power products is a great step.

Scroll DAO Constitution

Vote: Yes

Rationale: A constitution is an essential part of the DAOs operations. Therefore, we are glad to support this draft of the constitution. From our perspective, the Scroll DAO Constitution shows a clear approach to progressive decentralisation.

Brazil Local Node

Vote: Yes

Rationale:

Supporting the Brazil Local Node proposal helps deepen Scroll’s grassroots presence in one of Latin America’s most vibrant Web3 markets. By establishing a locally embedded presence, the initiative enables founder support, community education, and Scroll-focused ecosystem development tailored to the unique language, cultural, and regulatory context of Brazil. This regional activation aligns with Scroll’s broader mission of decentralization and accessibility by fostering native developer talent and strengthening localized infrastructure.

Kenya Scroll Local Node Founder Program

Vote: Yes

Rationale:

The Kenya Local Node Founder Program strategically expands Scroll’s ecosystem into East Africa’s fast-growing developer and fintech landscape. By empowering local founders, hosting workshops, and building community infrastructure, the proposal not only unlocks talent pipelines in Nairobi’s tech ecosystem but also reinforces Scroll’s global commitment to equitable access and decentralized growth.

Votable Supply Adjustment Auto-Abstaining Wallet

Vote: Yes

Rationale:

Introducing an auto-abstaining mechanism for votable supply adjustments ensures greater fairness and integrity in DAO governance. By removing non-participatory wallets from the votable supply count, this proposal addresses issues of quorum manipulation and misrepresented consensus, resulting in more accurate reflections of active governance engagement and more legitimate decision-making processes.

Gov Contribution Recognition Retro & Working Group

Vote: Yes

Rationale:

Recognizing and compensating past and ongoing governance contributors through retroactive rewards and a formalized working group acknowledges the critical work that sustains the DAO’s decision-making infrastructure. This proposal incentivizes long-term participation, preserves institutional memory, and professionalizes governance by creating structured roles and fair compensation models for contributors.

Ecosystem Growth Council Formation

Vote: Yes

Rationale:

Forming the Ecosystem Growth Council introduces a focused body to strategically guide funding and mentorship for high-impact ecosystem projects. By bringing experienced community leaders and domain experts together under a transparent mandate, the Council enables better due diligence, reduces grant inefficiencies, and aligns capital allocation with long-term value creation in the Scroll ecosystem.

Mexico Mobile Scroll Node A Founder Focused Onboarding and Support Program

Vote: Yes

Rationale:

The Mexico Mobile Scroll Node delivers a novel on-the-ground founder onboarding model tailored to the region’s unique infrastructural and community needs. This mobile activation program empowers builders in underrepresented areas through direct engagement, localized education, and technical support which strengthens Scroll’s grassroots network and promotes founder-led adoption in Latin America.

Scroll DAO Delegate Accelerator Proposal

Vote: Abstain

Rationale:

As the authors of the proposal we chose to abstain, however it is important communicate that the Scroll DAO Delegate Accelerator cultivates a pipeline of high-quality governance delegates by providing training, mentorship, and funding to new participants. By expanding the pool of informed and accountable delegates, this proposal strengthens the DAO’s decentralization, improves proposal review quality, and ensures a more inclusive and resilient governance process.

Euclid Upgrade

Vote: Yes

Rationale:

The Euclid upgrade introduces significant scalability and performance improvements to Scroll’s zkEVM infrastructure. With enhanced prover efficiency and lower gas costs, Euclid strengthens the protocol’s technical foundation, improves developer experience, and reinforces Scroll’s long-term competitiveness in the zk-rollup landscape.
