Introduction

Modular Crypto is a media organization dedicated to elevating web3 in Brazil. Our mission is to connect the crypto ecosystem with Portuguese-speaking communities through education, visibility, and active engagement. In 2024, we executed over seven events across six different states, working closely with local communities to foster understanding and promote the adoption of blockchain in Brazil.

Why We Chose to Be a Delegate

The web3 community in Brazil is expanding rapidly, but there’s a noticeable lack of active delegates participating in governance discussions. By becoming a delegate, we aim to amplify the voices of Brazilian users and token holders, ensuring their perspectives influence the development and direction of key protocols. Our commitment to representing the community and creating a lasting impact drives us forward.

Our Skills and Areas of Expertise

Our team consists of skilled researchers, educators, and community builders with extensive experience in crypto. We pride ourselves on producing high-quality content, organizing impactful events, and facilitating discussions that advance knowledge and adoption of blockchain technology. We’ve partnered with established organizations like Cartesi, Arbitrum, Polkadot and more to share insights and create a more inclusive ecosystem.

Community Engagement and Impact

One of our primary focuses is to educate the Brazilian crypto community while enhancing visibility for the local web3 market. We believe that through collaboration and knowledge sharing, we can empower individuals and projects to thrive in this evolving landscape. Additionally, we have organized a governance study group, supported by Arbitrum, emphasizing our commitment to onboarding individuals into the ecosystem and effectively discussing the gap between traditional and decentralized governance models.

At Modular Crypto, we prioritize transparency regarding any potential conflicts of interest. Our team is involved in different governance initiatives, including Optimism. We are committed to informing the community about any conflicts that may arise, ensuring our contributions align with the best interests of the communities we represent.

We voted abstained in the proposal. We chose to abstain from voting on the Scroll DAO Delegate Accelerator Proposal because, while we recognize its potential to diversify and professionalize governance, we had concerns about the current budget scale and the readiness of execution plans. The proposal outlines a comprehensive curriculum and incentives framework, but we believe that further clarity, especially on how outcomes will be measured and integrated with existing structures.

We voted for.
We see Mexico as a strategic hub in Latin America’s Web3 ecosystem. The country has a vibrant crypto community, ranked 13th globally in adoption, and strong delegates already engaged in Scroll governance. Establishing a Local Node there will amplify opportunities for builders and developers while strengthening Scroll’s presence in the region.

We voted for the Brazil Local Node proposal because Brazil represents one of the most vibrant and active Web3 communities in Latin America, poised to drive significant innovation within the Scroll ecosystem. The proposal lays a strong foundation for localized acceleration, mentorship, and on-the-ground community building. A dedicated Local Node in Brazil will widen access, foster high-quality projects, and empower developers by providing structured support and visibility.

We see it as a crucial step in expanding Scroll’s presence in one of Africa’s most innovative and fast-growing Web3 hubs. Kenya has a dynamic community of builders and entrepreneurs who can bring meaningful contributions to the ecosystem. Establishing a Local Node there will strengthen access to resources, create opportunities for developers, and align with the Scroll Foundation’s vision of prioritizing key global regions.

We voted for the Ecosystem Growth Council proposal because we see it as a necessary step to structure, accelerate, and give more direction to Scroll’s expansion. The initiative provides a clear framework to support ecosystem development while encouraging accountability and transparency. We believe this council will play a vital role in aligning priorities, evaluating initiatives, and creating sustainable growth opportunities for builders and contributors across Scroll.

We voted for the proposal Votable Supply Adjustment because it directly addresses quorum risk by temporarily boosting usable voting power among active delegates, reducing reliance on a narrow set of participants. This measure introduces much-needed resilience into governance dynamics, ensuring the DAO can pass proposals even if key delegates are unavailable. The temporary nature and reallocation mechanisms demonstrate thoughtful design, offering short-term stability while maintaining flexibility.

We voted for the Governance Contribution Recognition (Retro) Working Group is significantly strengthens Scroll DAO’s ability to recognize and reward delegate contributions over time. This initiative helps build a fairer and more inclusive governance model by introducing structured retroactive acknowledgment, rather than focusing solely on future efforts. It aligns well with our commitment to transparency and continuous improvement, providing a meaningful way to honor past work and motivate future participation.

We voted abstained in the proposal, the Community Council formation proposal to avoid a conflict of interest, as we are directly involved in leading the Brazil Local Node.

We voted for the Feynman Upgrade proposal because it significantly strengthens the Scroll protocol, bringing a more robust fee model, increasing EVM compatibility, and simplifying smart contracts. These improvements not only improve security and developer experience, but also reduce technical debt and bring Scroll even closer to Ethereum.
