With the Scroll DAO Delegate Accelerator (D/Acc) proposal officially passed, we’re moving into execution mode.
This post details the preliminary execution plan for the Scroll Delegate Accelerator Program, its timeline, curriculum structure, contributor roles, application flow, evaluation metrics, and budget disbursement. Built through months of collaboration and community input, D/Acc is a strategic investment in Scroll’s long-term governance infrastructure, designed to equip a new generation of informed, context-rich, and committed delegates and governors. Through a rigorous curriculum, practical assignments, and structured assessments, the program will diversify delegate participation and expand active, accountable voting power across the DAO.

Phase 1: Planning & Infrastructure Setup (Weeks 1–2)

Program Metrics & KPI Definitions
To measure the impact and effectiveness of the Delegate Accelerator Program, the following KPIs will be used during and after program delivery. These metrics reflect participant engagement, program influence on governance dynamics, and the quality of contributions to the DAO.
1. Delegate Retention Rate (Forum)
Definition: Percentage of program participants who remain active in the Scroll governance forum over a 3-month period post-program.
Active Threshold: Minimum of 4 meaningful forum engagements per month (e.g., feedback on proposals, creation of new discussion threads, rationale write-ups, or contribution to ongoing governance debates).
2. Delegate Retention Rate (Votes)
Definition: Percentage of program participants who participate in onchain governance within 3 months of graduating.
Active Threshold: At least 80% voting participation rate across governance proposals during the 3-month window.
3. Increase in Total SCR Delegated
Definition: Total net SCR newly delegated to program graduates within 3 months post-program.
Purpose: Tracks community and institutional confidence in delegate capabilities.
4. Change in Votable Supply
Definition: Net increase in total SCR that is either directly voted or delegated within Scroll governance compared to the program start baseline.
Purpose: Serves as an indicator of activated participation and governance legitimacy.

Phase 2: Curriculum Development, Application Review, Selection and Onboarding (Weeks 3–7)
Status: In Progress
Objective:
Develop a Scroll-specific, action-oriented curriculum that integrates protocol fluency with applied governance practice, while simultaneously selecting and onboarding a diverse, high-potential cohort of delegates to participate in the program.

- Demonstrated interest in Scroll’s governance, tech stack, or community
- Prior contributions (technical, community, or governance) are a plus
- Motivation & Intent
- Clarity of purpose and alignment with Scroll’s decentralization goals
- Clear intention to continue contributing to Scroll governance post-program
- Availability & Commitment
- Estimated 4–6 hrs/week during the 8-week program
- Willingness to complete assignments and participate in live sessions

- Priority given to underrepresented voices across geography, discipline, or ideology

- Previous DAO governance, technical contributions, or community leadership, previous experience participating in Web3 learning cohorts

Curriculum Timeline & Module Overview
Each week includes an asynchronous module release, required readings, a live session (featuring a Kahoot quiz or interactive component), and a hands-on assessment or assignment.
Week 0 – Program Launch (Onboarding and Orientation)

Week 1 – Unfolding Scroll

This module sets the foundation for Scroll-native governance.

- Scroll’s philosophy, values, and governance vision
- Overview of key stakeholders: DAO, Foundation, Delegates, Security Council, Local Nodes
- Scroll Constitution and the CoCreation Cycle
- Governance tools and the voting cycle
- Key initiatives: Growth RFIs, governance recognition, votable supply
Week 2 – All Things Governance

This week answers the core question: what is governance and why does it matter?
Topics include:
- Governance models: representative, direct, liquid
- On-chain vs off-chain coordination
- Governor contracts and how they function
- Technical governance infrastructure at Scroll
- Critical path dependencies between governance and protocol development
Week 3 – Scroll: A Native zkEVM Layer 2 for Ethereum
Curriculum Devs: Tino (SEEDGov)
This module connects Scroll’s technical foundation to its governance potential.
Topics include:
- What does “Native zkEVM L2” actually mean?
- Ethereum’s scaling roadmap and the rollup-centric future
- Types of rollups and zk-proof systems
- Scroll’s design choices and tradeoffs
- L2Beat’s Stage Framework and Scroll’s status within it
Week 4 – Growth: DAOs as Financial Agents
Curriculum Dev: Matt (Factory Labs)
A two-part deep dive on how DAOs deploy capital and shape ecosystems.
Topics include:
- Capital stewardship in DAOs
- Treasury management and grant frameworks
- Protocol-owned liquidity and sustainable incentives
- How governance can unlock adoption, integrations, and ecosystem maturity
Week 5 – Strategic Governance for Growth
Curriculum Devs: Kene (StableLab), Kevin & Alex (Proxy)
This module explores DAO-to-DAO diplomacy and long-term value creation.
Topics include:
- Overview of strategic governance initiatives (e.g., Index Coop, Curve Wars, Aave Metagov)
- Case studies in revenue-sharing and partnership deals
- Negotiation tactics and coordination frameworks
- Leveraging Scroll’s position in the L2 landscape to co-create value
Week 6 – A Useful Approach to Metrics
Curriculum Devs: Sov & Rohit (Open Source Observer)
This module makes the case for data-informed governance.
Topics include:
- Metrics as governance inputs and accountability tools
- Navigating the trade-offs of quantitative metrics
- Key indicators: proposal engagement, grant ROI, and votable supply movement
- Practical application of metrics for delegates
Week 7 – Proposals: Development and Evaluation

This final module equips delegates with the tools to write and assess impactful proposals.
Topics include:
- Templates and standards for proposals
- Issue framing, problem statements, and solution modelling
- How to find alignment with DAO priorities
- The role of negotiation, iteration, and feedback
- Integrating tools like ChatGPT into proposal drafting
- Final assignment: write and evaluate a sample proposal

Phase 3: Program Delivery (Weeks 7–15)

Objective:
Deliver the program to the selected cohort and capture insights, engagement, and impact.

Graduation Requirements
- Complete 100% of deliverables
- Achieve a passing composite evaluation
- Submit a capstone reflection and contribution plan
- Eligible for up to 5,000 SCR delegation and POAP/NFT certification
