Proposal Title: Auto-Abstaining Wallet extension

The following reflects the views of L2BEAT’s governance team, composed of @kaereste and @Manugotsuka, and it’s based on their combined research, fact-checking, and ideation.

We will vote in favor of extending the Auto-Abstaining wallet.

Our view hasn’t changed since the original rollout. This is a simple and low-risk backstop that prevents otherwise legitimate proposals from failing solely due to a lack of quorum, without altering any sensitive governor parameters. The track record so far is clear. It helped secure quorum across recent cycles, doing so narrowly and predictably. Keeping the 500k SCR buffer under Foundation control and returning it at term remains a reasonable interim tool while the DAO grows real participation.

Because this is a temporary fix, we’d like a few recommendations during the extension. Publish a brief monthly note whenever the wallet participates, indicating whether it was decisive for the quorum. Commit to a mid-term review ahead of March 2026 to assess usage, side effects, and alternatives. In parallel, drive organic turnout through delegation drives, voter reminders, and affordable or gas-free voting options. Rather than locking a hard sunset today, use that review to decide whether to retire, modify, or continue the mechanism based on data.
