Introducing the Governance Council (GC)
We are happy to announce that we have selected the Governance Council (‘GC’), which officially started operating in early October. The selected teams are:
Both teams bring a mix of talent that allows for a wider scope of research, including both technical and practical governance mechanisms. These teams have been extremely close to Scroll since day one, knowledgeable of important context in Scroll’s journey that has added value in the process of evaluating this new governance structure.
GC Objectives
Within the responsibilities of the GC, we have determined that we need to focus on 2 key timelines:

Making sure current governance is healthy, meaning we can bring new proposals up for a vote when the timing is convenient.

Designing the new structure in which Scroll DAO and Scroll Foundation operate in a single direction. (Please refer to this post regarding desired changes: Update on how we’re evolving the Scroll DAO)
GC Work so Far
With regard to current governance health, we have been discussing the different possibilities on how to approach quorum. It was determined after evaluating other opportunities that the most efficient and practical solution at the moment was to renew the Auto-abstain wallet for the near future. Other things are being evaluated within the Council in terms of the current timeline, like the GCR incentive structure for this new cycle, where the participation and metrics have decreased massively.
In terms of designing the new DAO architecture, we have made progressive advancements. We aim to have a solid proposal presented during Scroll DAO Day in Devconnect (Scroll DAO Day at Devconnect · Luma).
Within the scope of what this council is evaluating, we can see the following things being discussed:
- Governance Software
- We have received proposals from Aragon and Tally, with the expected outcome of streamlining our governance processes and bringing a more focused approach to the DAO.
- We have also been discussing our current relationship with Agora and their future roadmap.
- DAO Constitution
- We have been mainly evaluating its mandate and processes, and setting up a new constitution that allows for testing and evolution.
- Governor
- We have been reviewing and rethinking fine details like voting cycle design, quorum, and gov roles.
- Timelock
- We look forward to implementing a system that prioritizes autonomy.
- Delegates
- We have been discussing what the role of a delegate should be within this new structure.
- We have also been considering how delegates could contribute to add value to SCR.
- Councils
- We have been discussing how to transition the working Councils to the new DAO structure.
- We have also been evaluating possible new councils.
- Landscape research
- We have been following other DAOs’ best practices to understand what we can learn from their experiences.
- We are keeping an open-minded approach to swiftly adapt to better opportunities.
Looking Ahead
We do not yet have something to share publicly, but we hope to have something sooner rather than later so that our community can provide feedback. You can expect the GC to provide more regular updates in the coming days as more concrete progress is made. As we said before, the best place for feedback and discussion will be during Scroll DAO Day at Devconnect, where we hope to see you all.
