Community Council Selection Thread (CC)

Hello Scroll DAO,

I am happy to finally inform on our decision regarding the first seat selection for the Community council. This follows the agreed workflow discussed on the approved draft of the proposal, where we agreed to a phased approach on hiring.

CC Setup

We have determine this to be the best starting setup for the CC consisting of 3 initial seats:

Hiring Process

The Community Team oversaw this process and acted as the main decision driver for this seat. We shared the call for applications widely through official Scroll channels as well as personal networks, and received 68 completed applications. You can review all submissions here.

Notably, around 50% of applicants came from LATAM, a strong signal of the region’s growing alignment with our community vision.

From there, the community team conducted 11 initial interviews, followed by 4 final interviews with the governance team.

Selection Criteria & Evaluation

Our evaluation focused on candidates who could:

  • Advance the vision of Local Nodes and scale their impact.
  • Bring strong operational capacity to support council initiatives.
  • Demonstrate time availability and commitment, since even a part-time role benefits greatly from dedicated attention.

In addition, we considered the criteria outlined in the initial proposal:

  • Proven community-building expertise in Layer 2 and Ethereum ecosystems (primary criteria).
  • Grants program experience (important to have within at least one council member).
  • Strategic oversight, ensuring CC work aligns with DAO and ecosystem priorities.
  • No conflicts of interest with competing protocols.
  • Independence from Local Nodes (council members cannot serve as active Local Node participants).

Final Decision

Given the outstanding quality of applicants, we decided to propose a split seat between two finalists. Their complementary skill sets and perspectives will strengthen the council’s capacity and ensure broader representation.

As we considered the broader context, it also became clear that the Ethereum ecosystem is turning its attention to Latin America for the remainder of the year, with multiple conferences, hackathons, and community gatherings already in motion. This momentum makes the region a strategic priority for Scroll, and it gave us confidence in selecting highly capable council members from LATAM. By bringing in leaders with deep local ties and proven execution, we ensure that the Community Council is not only aligned with global DAO objectives but also positioned to harness the unique opportunities emerging in the region.

We also believe geographical diversity is essential for the Community Council. Looking ahead, future seats should continue to be filled by members from different regions, reflecting the global nature of Scroll’s community. We also want to highlight that several of the finalist candidates have been informed of the possibility of joining the Council as new seats are opened and onboarding continues. Their profiles stood out for their quality and alignment, and we believe they could bring additional value in the near future. This ensures that the Community Council will continue to grow with a strong pipeline of capable contributors as we expand its scope and representation.

Criss and Carla

Criss Valladares stood out as an exceptional candidate for the Community Council because of her strong operational skills, proven execution, and deep motivation to contribute to the Ethereum ecosystem. She is an operational powerhouse capable of consistently delivering high-quality work, and she is eager to find her place within Ethereum, bringing the ambition and commitment needed to make a meaningful impact at Scroll DAO. Through her work with Cryptoversidad, she successfully managed an educational program that reached hundreds of attendees, showcasing her ability to coordinate and empower communities. Living in Peru, a region with great potential for adoption, she also adds valuable regional representation. With no conflicts of interest or competing obligations, she can dedicate her full focus to supporting the council’s efforts, making her an outstanding fit for this role and a strong partner in shaping the council’s long-term vision.

Carla Martinez brings an impressive background that makes her an ideal addition to the Community Council, combining experience, vision, and regional representation. During her roles in Push DAO, she gained valuable experience that closely aligns with what we are aiming to achieve with Scroll’s Community Council, particularly around governance processes and community-led grant programs. Having engaged with global communities, she understands the dynamics of building inclusive and scalable ecosystems, while maintaining a clear north star of what community means for a protocol. Originally from Venezuela and now living in Colombia, Carla also represents a strategic advantage for the council in Latin America, offering both local expertise and a broader regional perspective that will strengthen Scroll’s presence in this key market.

CC Objectives

The primary goal of the Community Council (CC) is to strengthen Scroll’s community infrastructure by providing oversight, support, and direction for initiatives that grow the network’s global presence.

Primary Outcomes

  • Conduct and document reviews of Regional Evaluations and Local Node Proposals.
  • Establish clear oversight mechanisms for active Local Nodes (monthly reports, KPI tracking, public accountability).
  • Propose and help execute the Community Support Grants Pilot, ensuring transparent criteria and decision-making.
  • Maintain alignment between community activities and the broader DAO strategy.

Evaluation Criteria

  • Has the CC hosted regular meetings (at least 2 per month)?
  • Are meeting notes published publicly within 3 business days?
  • Is there a 6-month report summarizing activities, learnings, and recommendations?
  • Have all Local Node proposals and reports received feedback?
  • How many Local Node proposals have been approved or rejected?
  • Has the Community Grants Pilot been launched with clear criteria?
  • Were any risks, conflicts, or concerns flagged to the DAO?

Secondary Goal

The secondary goal of the CC is to produce a renewal and charter proposal at the end of 6 months, which will define the long-term role of the council. This will include:

  • Term limits / rotation policy for council members.
  • Future selection and recruitment process for members.
  • Role of the CC in framework maintenance for Local Nodes.
  • Long-term scope of oversight vs. execution (to avoid overlap with other councils).
  • Proposed metrics for the Community Grants Program and Local Node oversight beyond the pilot phase.

Veto process

This form is meant to be a temporary solution for a veto for the selection process of the Community Council.

Delegates will submit their vetos here. After the 3 business day window concludes, the form will be closed and the votes will be counted and then shared publicly. If there are less than 5 submitted responses from delegates, then the process concludes.

If at that point, there are more than 5 vetos submitted, then the gov team will review the results and published the token weighted result. The token weights will be taken as a snapshot within 12 hours of voting beginning.

Vetos can be submitted at the level of a specific member and can include multiple members, or all three seats.

For the veto to succeed, there needs to be enough to clear quorum (2.1m) on a specific veto. That is to say, if there are 1.5m votes to veto member1 and 700k votes to veto the full set of choices, only member1 would be removed. This also means, if 300k veto each member and 300k veto all three (+500k auto-abstain), this measure would technically clear quorum but no specific veto would take place. In this case, all members have 600k veto votes against them (300k per + 300k for all) + 500k auto abstaining, which is not to veto a specific member.

The auto-abstain wallet will participate to stay in accordance with its goal of making sure all DAO votes hit quorum.

The community and governance teams have invested significant effort into shaping the vision and structure of the Community Council. With clear initiatives to guide its work and alignment with the DAO’s broader goals, we believe the council is well-positioned for success. This is not only about improving upon what already exists, but also about establishing a foundation that strengthens Scroll’s long-term community and governance infrastructure.
