We have seen a growing demand for founder support. There are many brilliant projects at different stages that are on our radar and more yet to be discovered. We are confident in the capacity of our ecosystem to bring value to Scroll ecosystem in the areas that you have touched on. We are looking to execute a very active hands on approach in the delivery of this program, Our core team and mentors will be deeply involved in building and supporting projects. We are heavily vested in the projects that will emanate from a Kenya Scroll Local Node.

We are voting FOR the proposal.
As far as we can tell, Web3Clubs already operates a functioning Nairobi lab and has a credible network across East Africa. Pairing that infrastructure with their three-month plan that involves the âMsingi â Daraja â Vukaâ pipeline is a sensible way to turn local talent into 5â10 Scroll-based MVPs. The budget items, such as staff stipends, ten boot camps, a demo day, and modest builder bounties, feel proportionate, especially given the programâs focus on integrating African builders, financial institutions, and regulators into the Scroll ecosystem.
As mentioned in the other local nodes proposals, we think these proposals shouldnât have to go through a DAO-wide vote, and would instead be much more efficient if we assigned an individual or group to review them, with the DAO having a veto window.
Love the articulation of challenges (especially around infrastructure and education) paired with actionable steps makes this a compelling case for support.
From the perspective of DAO and protocol growth, these local node programs feel like essential groundworkânot just for adoption but for decentralizing influence and shaping governance with regional perspectives.
Pagoda voted FOR this proposal and is excited to see it move forward! The focus phases in the local context (Msingi, Daraja, and Vuka) were a great foundation. I am excited to see many workshops coming up!
I do have a question if these will be documented and shared as open knowledge for local people, or if there will be a write-up of the summary and lessons learned in English to bridge the local and global community.

Executive Summary
We focused on outreach and onboarding exceptional teams in July, generating 54 post-MVP applications through targeted engagement with 14 builder communities (100k+ combined membership). We selected 9 standout startups representing a selective 17% acceptance rate across DeFi, Payments/Stablecoins and Decentralized Governance verticals. Early engagement metrics have been strong: 85% attendance at headliner sessions, 12 active mentors confirmed including 3 Scroll team members, and 4.7/5 founder satisfaction rating. Month 1 completed 24% under budget at $6520 total spend, establishing solid foundations for intensive rollout in Month 2.

What Worked Well
Admin & support: Early preparation for outreach and rollout. The communication team has been effective.
Quality Mentors: Mentors are experienced founders & displayed expertise in their specific domains. Sessions have been hands-on and team feedback was overall positive(4.7/5)
Outreach Success: 9 standout startups representing a selective 17% acceptance rate. Trusted networks and strong community partnerships ensured quality founders were reached.
Areas for Improvement
**Selection & Review Timelines:**The shortlisting process took longer than expected mostly due to the higher than expected applications. Engaging & budgeting for more selection judges would resolve this.
Founder Teams Composition: We were unable to onboard some quality projects that lacked technical co-founders. In future, we should accommodate demand for matching non-tech founders with quality developers in the community.
Incentives & Hires budget: Some teams have needs around key personnel/consultants. We should explore setting aside a budget to support some key hires to assist founders to meet short term milestones which are beyond their skill set/capacity. Some requests were for designers & digital marketers.
