I am voting FOR, for this proposal because I strongly believe it is important to work with data, if we are to make good decisions for the DAO. Getting to have more context about what works best in other ecosystems and why people lean towards them, would be quite important to Scroll’s growth. The information from this research will be helpful to a lot of considerations the DAO will make.

At Ethereum Argentina, we align with the vision of implementing a strategic plan for the DAO based on data and prior research.
We believe this is essential and should serve as the starting point for analysis. In the development of the product that Scroll is today, both the Labs and the Foundation must have conducted research to analyze the users and market, which led to Scroll’s current technological and product configuration. This coordination is vital to avoid producing redundant insights that duplicate existing knowledge.
On the other hand, we would like the segmentation of builders targeted by this research to emphasize geographical diversity. The needs of builders in LATAM differ from those in other parts of the world. We would like the final report to reflect interviews with builders from a wide range of backgrounds.

Initially, we were skeptical of the usefulness of the proposed research in terms of actions to be taken based on its outcomes. In our mind, doing research without having a plan to leverage the research in pursuit of a specific outcome is pointless. However, after speaking with Eugene from the Scroll Foundation, we were assured that the research will be used as the basis for future initiatives.
We’ll be following the research and expect to see frequent updates on its progress. Furthermore, we expect the Foundation to report frequently on the actions taken (and, later, their results) based on the research deliverables.
Update on progress 23 Feb 2025
Unfortunately, we’re still waiting on the funds for the kick-off payment of this initiative. This has been due in part because of delays in preparing the contract for us and delays in executing the first payment. Given that this is the first initiative for the DAO, we understand these delays can happen and a lot of work is needed by the Scroll Foundation to setup these processes.
We also experienced delays as we renegotiated the currency of payment with the foundation given that price volatility could have further caused delays on this initiative. We appreciate the responsiveness and diligence of the foundation in making pragmatic decisions in the best interest of the DAO to navigate the challenges of crypto volatility.
The RnDAO team has taken a risk at our discretion to start working on this initiative this past week even though we haven’t received the kick-off payment. We’re doing this to show goodwill to the DAO and Scroll ecosystem and on the best interest of advancing this key initiative.

Scroll Builder Support Research (Update 1)
April 2025 Update
Hi Everyone - I wanted to provide an update on the Scroll Builder Support Research Project.
TL;DR: We’ve completed our background research, and are midway through the interviews we’d like to complete. We’ve been a bit delayed, as finding scroll-specific builders has been more challenging than anticipated.
Builder Support Project - Overview
The goal of this project was to better understand what builders need, and how support programs impact builders, to offer Scroll guidance on how it can effectively grow. We reviewed existing research, interview builders - primarily on Scroll, but also from other ecosystems - and interview builder support program managers.
We have also developed a builder support framework, which understands builder positions in terms of the Arenas they participate in and the stage of their projects, and guides the synthesis of our work.
Background Research
We’ve completed a first pass of background research, available in a report here. This report:
- reviews a variety of relevant topics, including investigating the core competencies of Scroll as a technology
- looks at existing builder support approaches (including grant-making, hackathons, and educational resources)
- reviews common failure points (including issues with market fit, builder experiences, and grant allocation)
- investigates regional differences in the type of verticals that builders tend to focus on.
Though we have moved on to working on the next stage of the research in parallel, we’re continuing to interview builder support program managers.
Interviewing Builders
We have started interviewing builders, and are midway through the target number of interviews for those focused on Scroll, Base and Solana (as per the agreed scope). Overall, we’re finding that there are a variety of characteristics that impact whether builders learn about an ecosystem - and that personal connections and outreach by ecosystem representatives plays a heavy role in prompting awareness. Once builders have become aware of an ecosystem, other factors play into whether they build and grow within an ecosystem. These can include: ease of support, technical features that are industry agnostic (such as the ease of deploying an API), technical features that are industry specific (such as plugins for payment related apps), grants, market size, and technical assistance. Some quotes from existing interviews highlight these themes:
Scroll:
- Prioritizes a smooth transition for Ethereum-native developers through complete EVM compatibility.
- Developer experience is enhanced through strong documentation and community support.
- Adoption is growing but TVL and transaction volumes still lag behind larger L2s.
Base:
- Strong onboarding with fiat-to-crypto integration thanks to Coinbase infrastructure.
- Significant grants and incentives through the Base Ecosystem Fund.
Solana:
- High throughput and low transaction fees make Solana attractive for gaming and DeFi.
- Ongoing hackathons provide new builder opportunities (Solana Hackathons).
- Solana also actively funds projects through its grant program.
Other Notes on progress
We have had some delays in conducting interviews, largely related to unexpected challenges in finding builders who work primarily on Scroll. We’ve engaging in some new outreach approaches to address these challenges, but they have caused some slowdown in our progress - extending our expected completion time by 2-3 weeks.
