The Scroll community has approved the creation of a Governance Council (GC), and we are now opening applications for two external seats, these can be considered as split seats.

The GC will play a critical role in shaping Scroll DAO’s next chapter by designing a new governance structure that better aligns with our [evolving vision](https://forum.scroll.io/t/update-on-how-we-re-evolving-the-scroll-dao/1150).

## **✨ Purpose of the Governance Council**

The Governance Council’s primary mandate for this initial term is to:

- Draft a new governance design that reflects Scroll’s updated vision.
- Interface with the Scroll Foundation and DAO delegates to create and refine a proposal for constitutional updates that reflect the updated vision.

## **⚖ Guiding Principles**

- **Foundation oversight with operational autonomy** : The DAO will report to the Foundation, creating stronger alignment while preserving meaningful delegate roles.
- **Strategic resource allocation** : Treasury distribution will be set on an annual or biannual basis, ensuring efficiency and focus.
- **Improved operational independence** : Daily DAO operations will move into council and delegate hands, with the Foundation stepping back while retaining veto authority when required.

## **📝 Role Details**

- **Seats open** : 2 external seats, can be split seats
- **Initial term** : 3 months, focused on delivering the updated governance proposal and Constitution.
- **Renewal** : At the end of the term, the Council’s continuation will be assessed under the new framework.
- **Key responsibilities** :
  - Collaborate with Foundation, Labs, and delegates.
  - Lead drafting of the updated governance design.
  - Ensure proposals are aligned with Scroll’s long-term vision.
